Founded in Los Angeles in 2018, Housing Equity & Advocacy Resource Team (HEART LA), is a nonprofit public interest law firm that keeps people and their companion animals housed through technical assistance, education, and policy advocacy.
HEART was created to combine housing rights with animal welfare to fight housing insecurity amongst pet owners. HEART works to empower renters and pet owners through direct legal service and education, educate animal welfare groups in the legal rights of pet owners, and provide housing advocates and attorneys with the expertise and knowledge to best support their pet-owning clients.

Many pet owners were surrendering their animals to shelters out of fear of losing their homes. Dianne observed that most surrendering pet owners were from Black and brown communities with limited financial resources, noting that many had not received formal eviction notices but felt pressured by landlords, prompting them to give up their pets.
Today, HEART LA has supported thousands of individuals and their pets in staying housed and offers training to shelters and landlords. We uniquely operate at the intersection of law, housing, and the human-animal bond, providing essential services to those in need.
