The Council exists as a vigorous advocate for the Head
Start community, generally, and for its members, particularly.
It represents the interests of its program managers to the City
of New York and
to the public at large.
It encourages public visibility, influence and support for Head
Start. The Council has prime responsibility to provide oversight on the
Collective Bargaining Agreement,
a binding legal contract between the member agencies and DC1707,
Local 95. HSSBC is the trainer to agencies and their boards on labor management
issues.
