    The Fédération Internationale de la Jeunesse, in English the International Youth Federation (IYF), is an international non-profit youth organization network governed by the present Statutes and the Swiss Civil Code. It is politically neutral and non-denominational, aiming to empower youth worldwide.

    The IYF Bureau of Management has direct responsibility for the management and oversight of the organization and provides leadership, advisory, and management support to the IYF Headquarters and other executive branches.

    The role of the Central Human Resources Division (CHRD) is to provide the IYF and its leadership with the best strategic HR advice. Leading the provision of HR business-focused services, the team delivers best-practice HR services and interventions that deliver results.

    Under the guidance and the overall supervision of the Human Resources Director, the Senior Human Resources Adviser (Compliance) provides substantive and oversight support on a wide spectrum of complex HR services, including recruitment, talent management, and performance. S/he provides support to the HR leaders and works closely with the business units’ leaders on the performance management and mentoring programme to ensure its effective implementation.

    The Senior HR Adviser provides guidance to staff members in compliance-related matters to ensure proper functioning of the wellbeing and staff development components. S/he works in collaboration with the CHRD and other HQ units for resolving complex HR-related issues.

    Duties and Responsibilities

    • Review the overall teams’ structures to ensure compliance with standard practices guidelines and IYF requirements and determine concrete measures for adherence.
    • Manages timely and appropriate selection or placement of staff, taking into account all organizational priorities, (e.g., gender balance, age limit, geographical distribution, competencies, etc.).
    • Coordinates with CHRD central recruitment team to ensure implementation of appropriate recruitment, selection, placement, re-appointment, and separation decisions.
    • Lead contract management, including implementing processes and providing oversight to contract implementation, ensures that best Practices are continuously identified.
    • Develop and review staff results matrix for HQ central and regional business units, and it’s correctly planned, prepared and executed as well as effective and efficient management of staff performance.
    • Lead and formulate HR component of change management policy development and initiatives including policies and procedures
    • Lead special projects on design of new tools and standards such as expanding generic job descriptions in reference to various emerging office typologies. Assess need for and develop other job evaluation instruments and materials.
    • Provide regular advice and expert analysis to Regional Administrations and Country Teams on restructuring/ realignment and HR related change management elements, including importance of adequate planning; clear change plans; lead reviews on organization design component.
    • Exercise delegated authority to approve exceptions and reports to Senior Management on a periodic basis decisions taken. Recommends to BOM for approval those exceptions of precedent setting nature.
    • Approves classification of posts within the established delegated authority.
    • Be responsible for all required and regular and ad-hoc reporting requirements.

    Language

    Advanced English skills are required.

    Experience

    HR experience, including policy, compliance, and organisational design within an NGO, non-profit, INGO (such as the United Nations), government, charity, international development, or youth empowerment organisation is ideal for this role.
