    Descripción

    The Deputy Director’s responsibilities include, but are not limited to:

      • Serve as a member of MOHCD’s Senior Leadership Team, providing executive leadership on agency priorities, strategic initiatives, and organizational management.
      • Provide executive leadership and strategic direction for the 25-person Portfolio Management Division, ensuring alignment with MOHCD’s mission, priorities, and affordable housing objectives.
      • Supervise Director-level managers responsible for major programs and ensure effective coordination across all functional areas.
      • Establish division-wide goals, performance expectations, and operational priorities and efficiencies while fostering collaboration across all Portfolio Management functions.
      • Develop and implement equitable policies that strengthen long-term stewardship of the City’s affordable housing portfolio and improve organizational effectiveness while balancing the needs of the communities living in affordable housing.
      • Expand, standardize, and improve communication regarding City sponsored affordable housing operations, regulations and requirements among project sponsors, tenants and owners.
      • Oversee the long-term financial and physical performance of the City’s publicly assisted affordable housing portfolio and direct strategies that preserve affordability, protect public investment, and promote high-quality housing.
      • Provide executive oversight of affordable housing occupancy, marketing, lease-up, resident placement, housing lotteries, housing preference implementation, and DAHLIA operations to ensure equitable, transparent, and efficient administration of City affordable housing programs.
      • Direct policies governing inclusionary policy implementation, asset management, regulatory compliance, occupancy administration, resident selection, and portfolio preservation.
      • Oversee multifamily portfolio-related financing, recapitalization, rehabilitation planning, reserve management, and other long-term preservation initiatives.
      • Coordinate with affordable housing and private developers, property management companies, lenders, realtors, investors, regulatory agencies, community-based organizations, and other City departments to advance transparent affordable housing policy and operational excellence.
      • Represent MOHCD before the Mayor, Board of Supervisors, City commissions, community organizations, industry partners, and the public on portfolio performance, housing placements and operations, and inclusionary policy, as necessary.
      • Identify emerging operational, financial, legislative, and regulatory issues affecting the City’s affordable housing portfolio and its residents and recommend strategic policy and management solutions.
      • Promote innovation, accountability, equity, and continuous improvement across all Portfolio Management programs and operations.
      • Perform related duties as assigned.
