The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Chief Financial Officer (Budget and Fiscal Manager 3). We are seeking a strategic and collaborative financial leader to serve as our Chief Financial Officer to lead the development and management of a $1.5 billion-dollar biennial budget, advise agency leadership on complex fiscal policy, and represent the agency in high-level discussions with the Legislature, Governor’s Office, and statewide partners. This is a rare opportunity to serve in a key executive leadership role, shaping statewide funding decisions, guiding complex budget strategy, and ensuring responsible stewardship of public resources that directly impact the future of Oregon.
This position will have a hybrid schedule, working both in the office (Salem) and at an alternate location (home). During peak periods, such as during legislative sessions, in office work is anticipated to be required a few times per week.

What you will do:
The Chief Financial Officer directs the development, execution, and reporting of DELC’s approximately $1.5 billion-dollar biennial budget and establishes the policies, systems, and controls necessary to ensure effective fiscal management and stewardship of the agency’s public resources.
This position leads the Budget and Accounting Services unit, overseeing budget development, accounting, and financial reporting functions, and providing supervision to one subordinate manager with total oversight of 17 staff members. This position ensures financial operations support the agency’s mission, strategic priorities, and commitment to accountability, equity, and continuous improvement.
The Chief Financial Officer serves as the agency’s primary liaison to the Legislative Fiscal Office, Chief Financial Office, and the Governor’s Office on budget and fiscal matters.

What we are looking for (minimum qualifications):
Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor’s degree in a related field.
