    ABOUT THE DEPARTMENT:

    The City of Cambridge Emergency Communications Department is looking for an experienced Project Manager/Business Analyst to ensure the successful delivery of public safety IT projects in a structured and dynamic way. Reporting to the Deputy Director of Public Safety IT, the ideal candidate for this role must have the ability to work with cross-functional teams, manage, and communicate project status. In addition to managing project information, the candidate will be looked to for business process analysis and redesign. The incumbent is responsible for project scoping, requirements gathering and documentation, technology evaluation, project communication, risk assessment, test plans, problem resolution, and training plans for large enterprise projects.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Specific duties/responsibilities include but are not limited to the following:

    • Assist project teams in identifying the solution that meets the defined requirements.
    • Work with public safety departments to help define and document processes that will help streamline the adoption and use of technology.
    • Create documentation: functional requirements; process analysis; gap analysis; status reports; meeting notes; design specifications; and test plans.
    • Track and monitor the progress of project activities; meeting notes, report status, risks, issues; coordinates next steps and track project deliverables.
    • Lead internal requirement reviews to share/discuss functional requirements.
    • Communicate with internal/external team members to define/discuss/document department needs.
    • Maintain technical proficiency in project management software, enterprise systems and public safety technology solutions.
    • May perform other duties as assigned.

    MINIMUM REQUIREMENTS:

    • Bachelor’s degree in Information Technology, Business, or equivalent combination of education, experience, and training.
    • Three (3) to five (5) years of experience performing the role of Project Manager and/or Business Analyst or similar role.

    Knowledge, Skills, and Abilities

    • Excellent written and oral communication skills.
    • Demonstrated effectiveness as a team member.
    • Strong written and verbal communication skills.
    • Ability to organize and prioritize the coordination of multiple projects and assignments.
    • Demonstrated experience tracking, monitoring and reporting the progress of project activities; meeting notes, report status, risks, issues; coordinates next steps and track project deliverables.
    • Ability to appropriately handle sensitive/confidential information.
    • Possesses strong proficiency in Microsoft Windows Office Suite (Outlook, Word, PowerPoint, Excel).
    • Strong organizational skills and ability to work independently.
    • Ability to work as part of a diverse and highly technical team and build collaborative relationships.
    • Proficiency with project management and business analysis best practices.

    Preferred:

    • Experience working in Public Safety.
    • Experience with cloud and on-premises solutions.
    • Experience with project management software such as Smartsheet or Microsoft Project.
    • Experience with relational databases (Access, SQL Server) and Shiny by RStudio.
    • Experience in data analysis, open data, and other metric tracking systems.
    • Project Management Professional (PMP) certification or equivalent.

    PHYSICAL DEMANDS:

    Ability to access, input and retrieve information from a computer. Ability to answer phones and maintain multiple files and able to lift a minimum of at least 10 pounds. Ability to travel throughout the City of Cambridge to various meetings, etc. Reasonable accommodations may be made to enable individuals with disabilities to perform essentials functions.

    WORK ENVIRONMENT:

    Standard office environment. Fluorescent lighting and air conditioning. Moderate noise level. This position may be eligible for hybrid work under the City’s Telework Policy, depending on operational needs.
