The Maryland Community Investment Corporation (MCIC) is Maryland’s first state-sponsored Community Development Entity (CDE). Established by House Bill 599 and signed into law by Governor Wes Moore, it operates as an independent, quasi-governmental organization designed to draw federal funds and drive economic development in low-income and underserved communities across the state.
