Law Enforcement Assisted Diversion (LEAD) is a pre-arrest, pre-booking diversion initiative for people who otherwise would be subject to arrest for low-level, nonviolent law violations that stem from behavioral illness. LEAD forges partnerships of law enforcement, health and service agencies, prosecutors, and civil rights advocates to divert eligible people with behavioral illness out of the criminal justice system and into long-term, community-based case management.
