Alameda County's Health Services Program is administered by the Health Care Services Agency and includes the following program areas: Medical Care, Behavioral Care, Public Health, Agency Administration and Finance, Environmental Health and the Alliance for Health. In 1994, the Agency underwent a major restructuring that realigned services, which resulted in the creation of the above-referenced departments in order to accommodate the demands of a primary care focused health care delivery system and create an organization structure that is better positioned for managed care capitation.
