Background
The Support Units project aims to strengthen housing, land, and property (HLP) rights protection
and access through tailored services and capacity-building. Core components of the project
involve establishing referral systems, managing spatial and legal data, and developing user-
friendly digital tools that enable communities, practitioners, and institutions to access and
exchange information.
To achieve this, the project requires the expertise of an IT Consultant to design, maintain, and
improve digital platforms and ensure compliance with data protection standards.
Objectives of the Consultancy
The IT Consultant will support the development, maintenance, and security of the Support Units’
IT infrastructure, including referral systems, data platforms, and information-sharing tools. The
consultant will ensure the systems are functional, user-friendly, and sustainable beyond the
project duration.
Scope of Work / Tasks
The IT Consultant will:
1. System Development and Maintenance
o Design, test, and maintain the digital referral system.
o Ensure integration of HLP datasets into user-friendly digital formats.
o Develop secure storage, backup, and access protocols.
2. Technical Support and Troubleshooting
o Provide ongoing technical support to project staff in Syria and remotely.
o Troubleshoot system issues and apply timely fixes.
o Monitor system performance and recommend upgrades or improvements.
3. Data Security and Compliance
o Implement EU-standard data protection and privacy protocols (GDPR-compliant).
o Develop user permission frameworks to control access.
o Ensure sensitive data is encrypted and securely stored.
4. Capacity Buildingo Train project staff and partners on the use of referral and data systems.
o Produce manuals, guides, and tutorials for sustainability.
5. Documentation and Reporting
o Document system design, procedures, and updates.
o Submit monthly reports on IT operations, challenges, and improvements.
o Deliver final documentation and a handover package at project closure.
Deliverables
Functional and tested digital referral system.
Secure and regularly updated data management infrastructure.
Training sessions delivered and user manuals produced.
Monthly IT maintenance and troubleshooting reports.
Final handover documentation.
Timeline & Estimated Input
Eligibility Requirements
University degree in IT, Computer Science, Information Systems, or related field.
Minimum 5 years’ experience in IT system development and maintenance.
Proven expertise in database management, data security, and GDPR compliance.
Experience working with NGOs, development organizations, or humanitarian actors
(desirable).
Strong communication skills and ability to train non-technical staff.
Fluency in English and Arabic preferred.
