    Homebase is adding a position for a full time Associate Housing and Urban Development (HUD) Administration Manager to join our wonderful team of Business Operations professionals.

    The Associate HUD Administration Manager will play a critical role in managing Homebase’s federal cooperative agreement (grant) compliance, performance reporting, and subcontracts. The position supports the HUD Administration Team Lead and the Director of Federal Programs in responding to assignments from federal agencies (mainly HUD), project budgeting, project scope development, and entering/revising/maintaining projects in the federal grant management system. This is a dynamic position at a flexible, fun, and supportive organization, working closely with a diverse team of mission-driven individuals to help advance Homebase’s mission to end homelessness.

    The starting compensation range for this position is between $85,000-$95,000. We also offer a robust benefits package, including a 403(b) match, health insurance, and generous PTO. Applications will be considered on a rolling basis until the position is filled.

    About the Position

    Reporting to the Director of Federal Programs, this position will provide contract management, compliance oversight, and federal program support. This role will also collaborate closely with program and operations staff to coordinate and support federal program execution.

    This is a dynamic position suited to someone who thrives in a mission-driven environment, enjoys improving systems and processes, and is committed to achieve social impact. The position is full-time and remote. For candidates in the San Francisco Bay Area, there is the option to connect in person at our downtown San Francisco office, although most staff work remotely.

    Homebase is a national nonprofit dedicated to the social problem of homelessness. Our mission is to end homelessness, prevent its recurrence, and decrease its effect on communities. We work at the local, state, and national levels to support our partners in designing systems and implementing responses to homelessness while fostering collaboration and collective impact in addressing its political and economic causes.

    Responsibilities

    Manage Internal Tracking of Federal Work

    • Update Weekly Tracker with new assignments, new work plans, and work plans to be closed
    • Compare internal tracker/ Salesforce to DRGR, ensure that they are aligned
    • Draft monthly update of work plans that are 2 months from end date or low in funds to determine whether work plans need amendments or if they will close

    Manage Life of Work Plans

    • Work with Director to submit new work plans or amend current work plans to cover new assignments
    • Ensure work plans are consistent with all guidelines and requirements from HUD
    • Send TA satisfaction surveys from DRGR
    • Work with Director to close completed work plans, including coordinating with staff to upload deliverables to DRGR

    Provide Sub-Contacting Oversight

    • Ensure that HB’s procurement is aligned with federal regulations including reviewing SAM for subcontractor debarment
    • Ensure that for every subcontract, there is proper procurement and communication with subcontractors, including conflict of interest materials. Ensure internal files and Salesforce have complete materials
    • Create, amend, and track contracts and Statements of Work for subcontractors
    • Track subcontractor invoices, balance remaining, and amount subject to HB’s indirect cost rate

    Compliance

    • Review all cooperative agreements and all linked documents for requirements that HB must follow
    • Ensure HB compliance with 2 CFR 200
    • Review HUD.gov and HUD SharePoint for new documents/requirements and notify appropriate HB staff of their location

    Qualifications

    Successful candidates ideally possess:

    • 2-4 years of prior experience in contracts or grant management or parallel fields
    • Excellent attention to detail, analytical skills, and ability to meet deadlines
    • Advanced experience with MS Office programs, especially Excel (familiarity with Mac computers would be a plus)
    • Strong communication and collaboration skills to work effectively with non-financial staff

    Homebase prefers candidates with:

    • Work, volunteer, lived experience, or education equivalent to BS/BA degree; with 3+ years relevant work experience
    • Experience with monitoring contract or grant deliverables, government contracts or grant experience strongly preferred
    • Demonstrated commitment to the public interest and passion for addressing homelessness and poverty
    • Special consideration will be given to applicants with lived experience of housing instability, homelessness, and/or criminal justice involvement, including arrest and conviction records
