    Descripción

    The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Kabul, Afghanistan (AF). The position is paid according to Salary Group 8.

    As Head of Business Development you will lead formulation and implementation of the resource mobilization strategy, focusing on increasing and diversifying income. On the basis of WHH Country Strategy you will develop concept notes and proposals and contribute to the development of the multi-annual country program and to its implementation and monitoring & compliance. Your aim will be to maximize Welthungerhilfe’s strategic positioning and impact in Afghanistan based on Welthungerhilfe’s strategy and according to internal and external quality standards. You will work under the supervision of the Country Directory, in close collaboration with Head of Program and Head of Operations and Technical Advisors to secure and diversify funding, building a sustainable resource base to support implementation of WHH Afghanistan Country Strategy.

    Your responsibilities

    • Provide strategic leadership in program development, business development, donor engagement, grants management, and quality assurance for WHH Afghanistan.
    • Analyze field-based challenges, lessons learned, and emerging solutions to inform program design and strategic direction.
    • Identify, assess, and develop new project opportunities aligned with organizational priorities, sustainability, localization, and exit strategies.
    • Lead the development of high-quality donor proposals, concept notes, reports, budgets, and financing plans, ensuring compliance with donor and organizational requirements.
    • Coordinate internal approval processes and support donor negotiations in collaboration with senior management.
    • Lead resource mobilization and donor diversification efforts, including engagement with institutional donors, Gulf and Asian donors, philanthropy, and private sector actors.
    • Coordinate the full proposal development cycle, including opportunity identification, Go/No-Go analysis, drafting, review, and submission processes.
    • Support donor mapping, develop fundraising strategies, and proactive identification of innovative funding opportunities.
    • Strengthen strategic partnerships and collaboration with local and international organizations, including partner capacity building initiatives.
    • Ensure projects are implemented in line with WHH quality standards, donor regulations, and organizational policies.
    • Strengthen Monitoring, Evaluation, Accountability, and Learning systems, grants monitoring, financial oversight, and program management systems.
    • Coordinate evaluations, audits, reviews, and follow-up actions to strengthen program quality and accountability.
    • Support visibility and communication materials for information sharing and strategic positioning of WHH Afghanistan in funding landscape.
    • Ensure timely updating and maintenance of all mandatory program and donor documentation.
    • Provide leadership, coaching, and technical guidance to program staff and partners on grants management, donor compliance, project management, and quality assurance

    Your profile

    • Bachelor’s or Master’s degree in International Development, Social Sciences, Management, or equivalent professional experience
    • Minimum of 3–5 years of practical, country-based experience in business development e.g. proposal or program development, reporting, and grants management, donor compliance within an NGO or in International development sector is essential.
    • Proven experience working in fragile contexts is essential with a strong understanding of gender, age, and other relevant socio-cultural factors
    • Experience in Afghanistan or the surrounding region is considered an asset
    • Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint)
    • Strong team player with a good sense of humor and experience in mentoring staff
    • Excellent reporting, organizational, and writing skills, with the ability to tailor content to different audiences
    • Ability to work under pressure and manage periods of high workload effectively
    • Willingness to work in insecure environments, adhere to strict security procedures, and engage respectfully in a multicultural and diverse team
    • Excellent communication, facilitation, and coordination skills
    • You recognize the growing value of data in your field and are eager to build your awareness and skills to incorporate data-informed approaches into your work.
    • Fluent in English (written and spoken); German and Dari language skills are an asset
