    Job Title: Environmental Justice Policy Analyst

    Job Status: Regular, full-time (37.5 hours/week)

    Classification: Exempt

    Location: Delano Office (hybrid in person min 2 days per week, some travel required)

    Residency: Must be a resident of California located in the South San Joaquin Valley

    Reports to: Legal Director

    OVERVIEW

    The Environmental Justice Policy Analyst is a full-time, exempt position that requires a highly skilled and passionate technical research policy analyst, focusing primarily on energy justice, utility affordability and a Community and Worker-Led Just Transition. This Policy Analyst will support local, regional and state efforts to advance transformative and equitable clean energy and building decarbonization policies, engage in coalition work, and collaborate with frontline communities to co-design solutions and build power. This position requires creativity, nuanced thinking, an understanding of our environmental and social justice mission and a desire to be part of a collaborative, respectful, and passionate team.

    DUTIES & RESPONSIBLITIES

    Policy Research, Development and Advocacy:

    • Conduct in-depth research on environmental justice issues and policies, with a primary focus of energy justice, utility affordability and Just Transition;
    • Analyze impacts and identify disparities directly impacting marginalized communities at the local, regional and state level;
    • Analyze and synthesize legislative and policy materials to craft and execute campaign plans to combat barriers to the clean and just energy transition on local, state and federal levels.
    • Engage with local, regional and state policy makers to advocate for energy system reform;
    • Create written campaign materials, ranging from comment letters and policy briefings to op-eds, action alerts, and digital organizing pieces;
    • Build strong partnerships with local, local, state, national, and international organizations in the climate justice, just transition and energy democracy spaces

    Community Engagement:

    • Build strong partnerships and coalitions with community-based organizations through active listening and learning and community capacity-building
    • Incorporate community needs and priorities into research and policy development
    • Develop and host workshops and educational curriculum to communicate research and policy proposals
    • Work closely with Community Organizers on relevant outreach and organizing materials

    Communication:

    • Collaborate internally with staff teams to develop and execute CRPE campaign work plans and communication strategies.
    • Contribute to grant writing and fundraising efforts through collaboration with the Development team.
    • Effectively communicate with the media, decision-makers, the public, allies and opinion leaders through writing, outreach and public speaking.
    • Represent CRPE at public meetings, conferences, and coalition events.

    Administrative tasks including time tracking and expense tracking.

    Other reasonably related duties as assigned by the Legal Director, Associate Director or Executive Director.

    SKILLS & QUALIFICATIONS

    • Must reside in southern San Joaquin Valley with the ability to regularly travel throughout California.
    • Strong understanding and demonstrated experience and knowledge of environmental and social justice issues related to CRPE’s mission and campaigns.
    • Bachelor’s degree or equivalent experience.
    • 1-3 years of demonstrated related experience or similar role required;
    • Ability to be self-directed in technical research related to energy policies and regulations and technology
    • Ability to develop educational curriculum, outreach, and organizing materials
    • Ability to coordinate effectively with CRPE staff to maintain sufficient knowledge of existing and ongoing campaigns (local, regional, and statewide)
    • Ability to take initiative and think creatively and strategically
    • Ability to actively engage in coalition spaces with allies to build and deepen relationships
    • Familiarity with collaborating with technical experts
    • Strong written and oral communication skills (bilingual Spanish preferred).
    • Ability to communicate research in English (bilingual Spanish preferred) to a variety of audiences, including lawyers, organizers, community members, decisionmakers, and the public
    • Ability to regularly work evenings and weekends as needed (flex time provided)
    • Ability to regularly travel throughout California.
    • Drivers’ License and access to personal vehicle and insurance coverage.
    • Reliable access to a personal cell phone.
    • Reliable access to the internet.
    • Access to privacy on telecommuting day, when needed.

    WORK ENVIRONMENT

    • Requires willingness to work irregular hours, including evenings and weekends.
    • Requires ability to drive frequently and for long hours in a day to community meetings, hearings, conferences and other related activities within the San Joaquin Valley and across the state for meetings and events, including various outdoor work sites.
    • Requires frequent and effective communication with coworkers, callers and community members, both in-person, via email, via phone and via virtual video with camera on.
    • Requires ability to help set up for meetings, including lifting items such as chairs and easels.
    • Employees share office space with one or more other staff members.
    • Noise level in the indoor office workplace is usually light to moderate. Community gatherings with small groups to large crowds may have higher noise levels.
