    The National Association for Hispanic Elderly (NAFHE/ANPPM), founded in 1975, is a leading nonprofit dedicated to supporting low-income and minority older adults through employment, health, housing, and economic development programs.

    Project Description

    The Senior Community Service Employment Program (SCSEP), administered by NAFHE/ANPPM and funded by the U.S. Department of Labor, provides part-time community service assignments for low-income adults age 55 and older. Participants gain income, training, and job readiness skills while supporting nonprofit and public agencies that strengthen local communities. The program prepares older workers to transition into unsubsidized employment and promotes dignity, independence, and economic self-sufficiency.

    Position Summary

    The National Association for Hispanic Elderly/ANPPM is seeking a Management Information Systems (MIS) Manager to oversee data systems and compliance for its Senior Community Service Employment Program (SCSEP) grant. This role ensures federal reporting accuracy, develops internal IT processes, and provides staff support on Microsoft 365, GPMS, and cloud-based platforms. As part of a modernization initiative, the MIS Manager will also design analytics tools, strengthen virtual collaboration, and improve knowledge sharing across headquarters and eight regional offices. By ensuring compliance and data integrity, this position advances NAFHE/ANPPM’s mission of creating pathways to employment and dignity for older workers nationwide.

    Key Responsibilities

    Systems Management and Support

    • Administer GPMS (Grantee Performance Management System) and case management platforms; provide user support and troubleshooting.
    • Manage Microsoft 365 environment (Teams, SharePoint, OneDrive, Outlook) and ensure effective adoption across the organization.
    • Maintain updated IT inventory, including laptops, workstations, and peripheral equipment.
    • Serve as point of contact for vendor and IT service provider relationships.

    Data and Reporting

    • Ensure timely, accurate data entry and reporting in GPMS, Apricot, and internal dashboards.
    • Support regional coordinators and program staff with data extraction for DOL reports, QPRs, and Data Validation processes.
    • Develop analytics tools and dashboards to track program performance (participants served, community service hours, unsubsidized placements).

    Compliance and Security

    • Ensure compliance with DOL data security and confidentiality requirements (including PII protections).
    • Implement and update IT security policies, including password protocols, access controls, and file storage standards.
    • Coordinate with Finance and HR to ensure systems support compliance with federal grants management requirements.

    Training and Staff Development

    • Provide training and job aids for staff on GPMS, Apricot, Microsoft Teams, and other platforms.
    • Serve as resource for digital literacy capacity-building among coordinators and program participants.
    • Promote best practices in virtual collaboration and knowledge management.

    Strategic Development

    • Support modernization of NAFHE/ANPPM’s technology infrastructure as outlined in the reorganization plan.
    • Research and recommend new platforms or tools to improve efficiency and participant services.
    • Integrate mapping, analytics, and visualization tools to better track and communicate SCSEP outcomes.

    Qualifications

    • Bachelor’s degree in Information Systems, Computer Science, or related field; or equivalent experience.
    • 5+ years of IT/MIS administration experience, preferably in nonprofit or workforce development organizations.
    • Familiarity with federally funded workforce programs (SCSEP, WIOA) strongly preferred.
    • Experience with database management, reporting tools, and cloud systems (Microsoft 365, SharePoint, Teams).
    • Knowledge of data privacy, PII protection, and federal IT compliance standards.
    • Strong communication skills and ability to train non-technical staff.
    • Bilingual ability (English/Spanish or other languages) strongly preferred.
