Scaling Safety is a new national initiative jointly led by two prominent safety organizations: Alliance for Safety and Justice (ASJ) and Community-Based Public Safety Collective (CBPSC). Launched in January 2025, Scaling Safety aims to support the development of effective community-based prevention programs that empower residents and prevent crisis from becoming crime. Scaling Safety will act as an accelerator for promising interventions already happening at the grassroots level and, through technical know-how and flexible financial support, they will expand a range of “resident-powered prevention programs” that train residents to act as conflict mediators, peer counselors, victim advocates, and more. By equipping organizations and leaders with resources and skills to grow their impact, we aim to save lives, heal neighborhoods, and lay the foundation for a new approach to public safety. Over the next five years, Scaling Safety will invest in and accelerate a range of programs in Austin, Texas; Cleveland, Ohio; Jackson, Mississippi; Miami, Florida; and Tucson, Arizona. We aim to double access to crisis assistance and reduce violence by up to 50%.

Who You Are

The Budget & Grants Manager, Scaling Safety role will lead the grant and contractual process for the Scaling Safety project, which encompasses a total project budget of $63M. Possessing skilled experience across all aspects of budget, grant and contract management, this role will steward project funding to ensure the smooth administration of grants and in/out contracting processes in collaboration with key stakeholders such as the Finance & Accounting, Development, and Grants & Contracts departments. The role will serve as the liaison between the Operations division and Scaling Safety program staff to be the connector of the financial, legal, contractual, and programmatic functions required to support the successful implementation of grants for the Scaling Safety program.

What You Will Do

• Work with the Finance & Accounting, Grants & Contracts, Development, and Scaling Safety teams to build and monitor grant and contract budgets for the Scaling Safety project
• At the direction of the CFO, track all incoming grant agreements for their financial requirements and other terms to provide advice on their application, feasibility, and practical implementation
• Partner with the Finance & Accounting department to monitor an annual expense budget of approximately $12 million, which includes oversight of subgrants to local organizations, including:
  • Monthly dollar allocations across all funding sources
  • Monitor collection status and follow up on delays and discrepancies
  • Collaborate with the Development department to reconcile restricted and unrestricted revenue on a monthly basis
  • For restricted funding contracts, prepare budgets and required documentation for proposals in consultation with our Finance and Development teams
• Partner with the ASJ Legal & Compliance department and CBPSC compliance team to ensure agreements adhere to JustSafe policy, collaborating with legal counsel to maintain and retain clear records
  • Ensure contractual compliance and maintain necessary documentation (i.e. subgranting, rapid reporting) as required by funders
  • Draft and/or revise subgrant or contract-related policies and workflows to support overall organizational goals, priorities, and requirements, including compliance with laws and regulations
• Proactively coordinate with the Scaling Safety team and the Grants & Contracts department to ensure synchronization and smooth progress throughout the contractual lifecycle
  • Project manage and maintain our Program pipeline, coordinating with the Development and Scaling Safety team members bringing in new opportunities
  • Establish and maintain positive relationships with Scaling Safety team members and external program partners
  • For direct revenue contracts, collaborate with the Scaling Safety team as they develop a scope of work to develop budget and Statements of Work (SOWs)
• Organize and monitor grant reporting from our subgrantees in coordination with the Development team
• Maintain current knowledge of federal and local grant requirements, including reporting and performance standards
• Other duties as assigned

Must Haves

• At least 3-5 years of professional experience in grant and/or contract review and administration
• Experience managing legal and compliance and operational processes for grants comprehensively, including budgeting, financial compliance, how to administer rapid response grants, etc.
• Extensive contract management experience, including contract development, review, compliance, and budgeting management
• Experience managing budgets of at least $5-6M
• Strong organizational and analytical skills; high attention to detail and high standards for accuracy
• Experience with financial systems such as NetSuite, Sage Intacct
• Experience with Google Workspace, DocuSign, Salesforce, and Asana; high proficiency in excel
• Experience working with diverse communities and a deep commitment to social and racial justice
• Ability to thrive in a busy, multi-tasking, and time-pressured environment
• Ability to engage with an open mind, think critically, and problem-solve while seeing a project through to completion
• Ability to work independently and collaboratively and listen and learn from feedback
• Excellent writing and verbal communications skills
