    Position Summary

    The Program Officer supports the Senior Program Director in the effective implementation, oversight, and compliance of the Caring Community program. This role works closely with Program subrecipients, contractors, identified partners and internal teams to facilitate and promote compliance, coordinated service delivery, and high-quality program outcomes. The Program Officer provides technical assistance, monitors performance, supports voucher and referral mechanisms, and contributes to continuous program improvement through data analysis, reporting, and documentation. 

    Essential Duties and Responsibilities:

    • Support the Senior Program Director in overseeing subrecipient compliance requirements, coordination efforts, and operational interconnections across Care Services activities within the Recompete program.
    • Support the Program Director in the administration of the Caring Community contracts lifecycle, ensuring rigorous adherence to 2 CFR 200 regulations, contractual clauses, and federal compliance mandates. 
    • Support the Sr. Program Director and the Program Director in the development of strategies around the caring economy.
    • Coordinate the development and execution of voucher and referral mechanisms, ensuring accuracy, transparency, and equitable access for all beneficiaries through standardized administrative processes.
    • Provide technical assistance, guidance, and capacity-building support to subrecipients to strengthen compliance, service quality, and program effectiveness. 
    • Drive continuous program improvement by identifying operational bottlenecks through data analysis and supporting the implementation and compliance of Performance Improvement Plans to mitigate risks. Review, analyze, and assess programmatic and performance reports; provide written feedback, identify risks or gaps, and recommend corrective actions or improvements. 
    • Act as a key liaison for Caring Communities between internal departments (Finance, Data, Compliance) and external partners to ensure strategic alignment and seamless operational integration within the Recompete program.
    • Responsible for program documentation and supporting the Sr. Program Director – and the Program Director – in all reporting efforts (boards of directors, executives, stakeholders, EDA).
    • Will collaborate with any knowledge-sharing efforts, including internal briefs, caring community dashboards, summaries, tools, and best practices across program initiatives.

    Nivel de Idiomas

    Education / Credentials

    • Bachelor’s degree in Social Science, Public Administration, Business Administration, or Social Work.
    • Project Management Professional (PMP) or Grant Management Certificate (e.g., NGMA or equivalent), preferred.

    Experience

    • 2–5 years of progressively responsible experience in program coordination or program management, caring economy, grant administration or contract management. Experience working with organizations, public or private, that provide childcare or elder care services.
    • Solid experience working with subrecipients, contractors, or partner organizations within grant-funded frameworks.
    • Knowledge/ experience with Federal Grants and 2CFR 200 preferred.

    Knowledge and Skills

    • Bilingual (English/Spanish) proficiency.
    • Working knowledge of compliance requirements, monitoring practices, and performance management in publicly funded or nonprofit programs.
    • Strong analytical skills with the ability to review reports, identify trends and risks, and make actionable recommendations to improve the initiative's outcomes.
    • Excellent written and verbal communication skills, including the ability to provide clear guidance and constructive feedback to subrecipients and partners.
    • Experience with voucher-based programs, referral systems, and performance monitoring practices in publicly funded or nonprofit environments, preferred.
    • Proficiency in Microsoft Office or similar productivity tools; experience with data tracking or reporting systems preferred.
