    POSITION SUMMARY:

    Identity is seeking a dynamic, innovative, collaborative program manager for its new Substance Misuse Prevention & Education Peer Ambassador Program (SUP Ambassador Program). The program manager will be leading a team consisting of three community outreach specialists and overseeing 12 high school peer ambassadors to conduct substance misuse prevention education and referrals to SUD/OUD treatment in the areas of Aspen Hill, Briggs Chaney, Gaithersburg, Germantown, Glenmont, Montgomery Village, Silver Spring, and Wheaton in Montgomery County, MD. This is a one-year position with a possibility of renewal, depending on funding.

    PRIMARY RESPONSIBILITIES:

    1. Provides day-to-day management, administrative duties, and evaluation oversight over the SUP Peer Ambassador Program.
    2. Works closely with the Program Director to lead the creation of outreach material, social media content, substance misuse prevention workshop material, and training materials and provides training to community outreach specialists and youth peer ambassadors on the content and curricula. The program manager will work with an outside translation service to have materials developed in languages for target audiences (ex. Spanish, French, Amharic, etc.), as needed.
    3. In collaboration with the Director and the Senior Program Manager of Quality Assurance and Evaluation, the program manager will develop systems and administrative protocols related to community outreach, the peer education program, family workshops, social media awareness campaign, and documentation of efforts in our Efforts to Outcomes (ETO) database.
    4. Ensures accurate collection and input of data into Identity’s Efforts-to-Outcomes and County’s Databases and works closely with Program Director and Identity’s internal Evaluation & Quality Assurance team to review data and create monthly, quarterly, and annual reports.
    5. Develops a social media calendar and content, with input of the community outreach specialists and youth peer ambassadors, to raise awareness of the dangers of substance misuse and resources available to obtain help.
    6. Mentors, coaches, and conducts observations of the three community outreach specialists and 12 youth peer ambassadors to ensure high-quality delivery of services and excellent customer service. Trains and/or arranges training of staff and peer ambassadors on Positive Youth Development, Community Outreach, Narcan administration, administrative, and evaluation tasks. Will train staff in fiscal duties and the

    Catch My Breath and the X Program.

    1. Establishes strong relationships with Identity’s Wellness Center, Bridge to Wellness, Youth Opportunity Center, Workforce Development Programs, schools, stakeholders, and other community and faith-based partners to recruit and select 12 high school youth peer ambassadors to conduct outreach in the targeted neighborhoods, under the direct supervision of the community outreach specialists.
    2. Connects with Identity’s Substance Use Prevention/Intervention (SUP) Team to refer youth identified by community outreach specialists and youth peer ambassadors in need of treatment and recovery services to the program. Reviews protocols to expedite referrals from the program to the SUP to meet program outcomes, and provides high-quality, client-centered services.
    3. Ensures that the community outreach specialists and youth peer ambassadors meet targets for detailed in the implementation plan.
    4. Meets weekly with the community outreach specialists to set priorities, establishes an outreach calendar for community and school outreach, and ensures proper collection of performance data. Meets monthly with the peer youth ambassadors to ensure they are supported and any obstacles to conducting outreach are resolved.
    5. Accompanies the Program Director to key meetings with stakeholders to identify locations for outreach and potential partners who can help amplify the outreach and awareness campaign.
    6. Other duties as assigned.

    EDUCATION AND EXPERIENCE:

    • Must possess a bachelor’s degree in social work, behavioral health, public health, psychology, community organizing, education, communications, or other related field or a minimum of two years supervising staff in a similar capacity.
    • Must have a minimum of three years’ experience of working with youth, community health, community organizing, communications, substance use disorders, or social work.
    • Must be a highly effective written and oral communicator, trainer, and organizer to effectively succeed in this role.
    • Must understand the Positive Youth Development Model, the Stages of Change Model, Substance Use Disorder/Opioid Use Disorder, and harm reduction strategies.
    • Has demonstrated experience managing staff, budgets, and reporting to funders.

    SKILLS AND ABILITIES:

    • The Program Manager position requires flexibility to respond to the needs of the team and clients and the ability to work on some evenings and weekends.
    • Excellent oral, written, and presentation skills in English is required. Bilingual in English/French or English/Spanish is desired.
    • Must have fluency in using Microsoft 365/SharePoint Suite (Excel, Word, PPT, Teams, etc.), Instagram, Threads, Facebook, WhatsApp, Adobe, Canva, and Zoom.
    • Must be able to pass a federal fingerprinting and background check.
    • Position requires travel between sites and access to a car, valid driver’s license and a clean driving record.
    • Must complete the following training upon hire: Advancing Youth Development, Child Protective Services, HIPAA, CPR/First Aid, Child Protective Services, Efforts to Outcomes, etc.
    • Thrives in a fast-paced environment and knows how to prioritize multiple projects to meet deadlines with effective and efficient use of resources.
    • Demonstrates ability to be a positive, open-minded, and collaborative team member who enjoys working towards one goal and enjoys learning from others.

    • Possesses the technical knowledge and abilities to perform job responsibilities while demonstrating a high skill level as well as reliability.

    WORK ENVIRONMENT:

    • As an exempt employee, the Program Manager is expected to work full-time, 40 hours and on occasion to work during the evening or weekend hours.
    • During the first 90 days, this position will be in-person to acclimate the Program Manager to the role and provide adequate training. Once the 90-day probationary period is over, the position will be hybrid (60% in person, 40% remote).
    • When working remotely, the Program Manager must have consistent, full-time access to Wi-Fi/Internet and a quiet working environment and be available to answer emails, phone calls, texts, and Teams chats during scheduled working hours.
    • Must be flexible during the workday to move from remote location to on-site/schools/office as needed to serve the needs of staff and clients.
    • The ability to lift and move up to 10 lbs.
