Director of Housing Services (Residential & Community Support)

The YWCA White Plains & Central Westchester is seeking a dynamic, compliance-savvy, and mission-aligned leader to serve as Director of the Women’s Residence, responsible for overseeing a 173-unit permanent supportive housing program and a 15-bed short-term transitional housing program (the Awakening Program), regulated under New York State OTDA. Located in a LIHTC (Low-Income Housing Tax Credit) property, this program provides housing and supportive services to women impacted by homelessness, trauma, domestic violence, and economic instability.

We are looking for a visionary professional with extensive experience in supportive housing operations, housing-first service models, and regulatory compliance. The ideal candidate will bring expertise in LIHTC compliance, OTDA shelter and transitional housing guidelines, and familiarity with Continuum of Care (CoC) priorities. A strong background in overseeing case management, ensuring lease compliance, managing annual certifications and recertifications, conducting internal audits, and preparing for funder site visits and inspections is essential.

This role requires the ability to lead cross-functional teams, maintain high occupancy and retention, manage compliance reporting across multiple funding streams, and cultivate partnerships with the Westchester County Department of Social Services, Office of Mental Health (OMH), and community-based organizations to support pathways to permanent housing.

This is more than a residential program—it’s a critical piece of Westchester County’s safety net. The Director will not only ensure day-to-day operational excellence but will also champion long-term housing stability for vulnerable women, contributing to broader systems-level solutions to housing insecurity and gender-based inequity in our region.

Key Responsibilities:

- Lead and supervise a multidisciplinary team including the Assistant Director, case management staff, Economic Empowerment team, and Property Manager (in collaboration with Operations) to ensure seamless service delivery and resident care.

- Maintain full compliance with all OTDA and LIHTC regulations, NYSSHP contract obligations, and HMIS documentation standards, ensuring readiness for audits and site visits.

- Oversee the Awakening Program, our 15-bed short-term housing initiative, ensuring contract compliance, trauma-informed support, and case coordination.

- Direct intake, retention, and discharge processes, including care conferences, crisis interventions, and development of housing retention and eviction prevention plans.

-Promote the Sisters Village™ model by cultivating a culturally responsive, empowering residential environment rooted in healing and long-term stability.

-Oversee budgeting and financial management for program operations in partnership with Finance and Operations, ensuring alignment with funding requirements and sound fiscal practices.

-Drive quality assurance through routine case audits, progress reviews, and team supervision, integrating data to meet internal benchmarks and funder outcomes.

-Ensure program performance by evaluating services, preparing quarterly reports, and submitting grant deliverables for NYSSHP and other funders.

-Champion Westchester County housing advocacy efforts by building partnerships, representing the YWCA in regional housing conversations, and uplifting resident voice.

-Develop and enforce SOPs for service delivery, safety protocols, data integrity, and cross-department collaboration.

Education & Licensure

• • Master’s degree in Social Work (MSW) or a related human services field is required.
  • New York State licensure (LMSW or LCSW) is strongly preferred.
  • Current First Aid/CPR certification required.

Professional Experience

• • Minimum 5 years of progressive experience in supportive housing, case management, or residential program oversight, ideally within behavioral health, domestic violence, or trauma-informed settings.
  • Demonstrated leadership in managing housing programs funded through LIHTC, NYSSHP, and/or OTDA, with strong knowledge of compliance, audits, and occupancy standards.
  • Track record of supervising cross-functional teams, including case managers, property staff, and operations personnel, with a focus on performance, accountability, and continuous improvement.
  • Experience managing or supporting programs with vulnerable populations, particularly women impacted by homelessness, trauma, mental health, or substance use.
  • Proven ability to engage in systems-level work, collaborate with local continuums of care, DSS, and housing advocacy partners across Westchester County.
  • Comfortable leading data-driven planning and service delivery aligned with HMIS, Apricot, and YARDI systems.
