Ceiba is seeking a Family Stability Program Manager. This is an excellent opportunity for an experienced leader to manage an impactful economic development program serving low to moderate income residents in Eastern North Philadelphia.

Ceiba is a non-profit organization in Philadelphia that promotes the economic development and financial inclusion of the Latino community through collaborations and advocacy aimed at ensuring their access to quality housing. Ceiba leverages free tax preparation as a gateway to asset-building opportunities, offering integrated services such as financial literacy education, and access to tax credits such as the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC), housing counseling and public benefits.

Role Overview:

The Family Stability Program Manager will oversee the operations of the family stability and asset building programs including Ceiba’s Volunteer Income Tax Assistance (VITA) Program. This position supervises part-time and full-time tax preparation and family stability staff, interns and volunteers, manages daily site logistics, maintains compliance with IRS requirements, and ensures the delivery of high-quality services to clients. This role also leads reporting efforts for grants and contracts associated with the program, tracks program outcomes, provides data as requested, and plays a key role in marketing, volunteer recruitment, and partnership building for Ceiba’s family stability and asset building programs.

The Responsibilities include but are not limited to:

• Manage the day-to-day operations of the Family Stability Program, including the VITA tax site(s), maintaining the right daily staffing capacity necessary to ensure quality services, efficiency, and compliance.
• Recruit, train, supervise, and coach part-time staff, interns and volunteers.
• Partner with community organizations, agencies, and governmental entities to support and expand the Family Stability program.
• Oversee client intake, tax preparation workflow, IRS tax return submissions, and appropriate linkages to other related services that lead to family stability and economic mobility.
• Prepare and submit reports for multiple contracts and grants, ensuring accuracy and timeliness
• Plan and lead volunteer training sessions, maintain volunteer engagement, and assist with volunteer recruitment and retention strategies.
• Manage program budgets, supply inventory and procurement, and coordinate with the COO as needed.
• Represent Ceiba and the family stability, asset building and VITA programs at public events, community meetings, partner engagements, and conferences.
• Engage in ongoing policy and advocacy efforts of the Ceiba Latino Equitable Development Collective as it relates to the collective work of family stability and economic mobility.

Recommended Job Qualifications and Skills:

• Bachelor’s degree in a relevant field; or 5-7 years of field experience managing related economic development programs, preferably with experience in free tax preparation services (VITA experience strongly preferred).
• IRS Advanced Tax Preparer Certification (can be completed upon hire if not current).
• Strong understanding of federal and state tax credits for families, especially for those with low- to moderate-income.
• Experience providing and overseeing the delivery of excellent customer service.
• Proven leadership and supervision experience, including managing part-time staff and volunteers.
• Experience managing reporting requirements for grants and contracts.
• Excellent organizational, communication, and problem-solving skills.
• Ability to work independently and collaboratively in a fast-paced environment.
• Proficiency with tax preparation software and basic computer programs such as Google Suite, Microsoft Office Suite, Adobe and Canva.
• Availability to work flexible hours during the tax season (including evenings and weekends as needed).
• Knowledge of Philadelphia’s Latino community and the nonprofit ecosystem that serves this diverse community.
• Awareness of federal, state and local policies impacting working families and children living in Eastern North Philadelphia.
• Bilingual English/Spanish preferred.
