Dramatically improving urban schools is a national priority. It will not happen, cannot happen, unless the trustees who govern urban schools have the knowledge, political skills, and courage to become effective policy leaders. Training urban trustees for reform leadership is a high-leverage opportunity for improving the nation’s major urban school districts.
Good governance does not guarantee effective school districts. But without good governance, effective school districts are the exception not the rule.
