Communities of Opportunity

Communities of Opportunity is a truly innovative, place-based strategy of renewal that is being developed through a partnership of community residents, government officials, community leaders and philanthropic organizations. Communities of Opportunity (COO) is a covenant between the City of San Francisco and residents in long-neglected communities, like those in the southeast sector of San Francisco. COO is a public/private partnership utilizing a combination of philanthropic investment and city resources to fundamentally change the way social services are delivered and to increase accountability for results.
