Central Baltimore Partnership

Founded in 2006, the Central Baltimore Partnership marshals the vision, commitment, talent and resources of virtually every organization with a stake in transforming the area north of Penn Station in Baltimore City. The critical areas for improvement in the 11 neighborhoods that compromise Central Baltimore are: clean and safe neighborhoods; blight elimination and housing creation; public education; commercial and retail development; local hiring and purchasing; and workforce development. Partners include Johns Hopkins University, Maryland Institute College of Art, University of Baltimore, neighborhood organizations, non-profits, property owners, private businesses and city government agencies. Under CBP’s leadership, these organizations, together with Baltimore’s Mayor, city administration officials, and key agencies, adopted an ambitious development plan (Homewood Community Partners Initiative, or HCPI) to steer the area’s revitalization. The plan emphasizes arts-driven community development, anchor institution community engagement, transit-oriented development, mixed-use and equitable development, and is guided by a carefully crafted collaborative governance structure.

CBP serves the needs of the partners as they work together to implement the HCPI plan. Having generated momentum for community revitalization as well as high-quality collaborations, CBP has earned an extremely positive local reputation and increasingly raised its visibility nationally.
