F5MC was established in 1998 when California voters passed Proposition 10, the California Children and Families Act, which levied a 50-cent per pack tax on tobacco products. F5MC is responsible for the planning, administration, and oversight of Proposition 10 funds that come into the county each year. Revenue is used to fund local early childhood development programs. Funding decisions are made locally with direct input from community partners.
