Central Oregon Public Safety Chaplaincy

The purpose of Central Oregon Public Safety Chaplaincy is to serve the hearts and minds of Central Oregon’s First Responders. We are often referred to as COPC. To provide health and wellness for First Responders and Community. Our mission is to provide biblically based chaplain services, both personal and professional, to all law enforcement, emergency services personnel and their families within Central Oregon. We care and support those who are going through trauma and stress in their lives. We try to provide calmness in the midst of chaos.

COPC is not a church. It is a Christian ministry that does not try to seek converts to any particular church group or denomination. COPC is non-denominational in emphasis, providing unrestricted service regardless of personal faith or beliefs. Our focus is to provide care and support when needed without any judgement or religion. We provide professional training for our chaplains and First Responders.

We provide consistent care and counseling for our First Responders. COPC is governed by a Board of Directors consisting of a minimum of five members and up to twelve members. The Board is made up of individuals from law enforcement, fire & rescue, churches and the community.

They are governed by a Chairperson, Vice Chairperson and Secretary/Treasurer. The daily operations of the ministry are under the direction of the Executive Chaplain who was hired by the Board. The Executive Chaplain shares accountability with the Board of Directors. The Assistant Chaplain is recommended by the Personnel Committee and Executive Chaplain. They are hired by the Board and responsible to the Executive Chaplain. Volunteer Chaplains are recommended by the Personnel Committee and Executive Chaplain, approved by the Board and responsible to the Executive Chaplain.

We currently have a full time Executive Chaplain Joel Stutzman, full time Assistant Chaplain David Green, and 20 Volunteer Chaplains serving Central Oregon.
