The San Francisco IHSS Public Authority was established as an independent, nonprofit public agency in 1995 by the City’s Board of Supervisors. Created to improve the existing IHSS program, the Public Authority provides assistance in the home to low-income seniors and people with disabilities who have been authorized to receive services by the Department of Aging and Adult Services (DAAS). The Public Authority runs a Central Registry that provides lists of pre-screened workers to consumers hiring home care workers and administers benefits for the IHSS independent provider workforce. The Public Authority is also the legal employer of record for the purposes of collective bargaining with IP workers. The program advocates on behalf of both consumers and workers, and assists them with training and other support services. The Public Authority is a small, innovative agency, supported by public funding and governed by a consumer-majority board.
