    About St. Francis Health Care Services

    St. Francis Health Care Services (SFHCS) is a Ugandan faith-inspired, community-based nonprofit organization dedicated to improving health, livelihoods, and social well-being among underserved communities. Since 1998, SFHCS has grown into a recognized Health Centre IV and development organization delivering integrated health, HIV/AIDS, maternal and child health, TB, adolescent health, nutrition, economic empowerment, child protection, and community development programs across Eastern and Central Uganda.

    Every year, our programs reach tens of thousands of people through facility-based services, community outreach, youth empowerment initiatives, and partnerships with government, civil society, and international donors.

    As we prepare for our next phase of organizational growth and strategic fundraising, we seek an experienced volunteer to conduct a comprehensive 360-degree review of our work over the past five years.

    The Opportunity

    We are looking for a highly skilled volunteer with expertise in monitoring and evaluation, public health, international development, organizational learning, or impact assessment to lead a comprehensive programmatic evaluation of SFHCS' interventions implemented between 2021 and 2026.

    The evaluation will provide an independent assessment of our achievements, effectiveness, efficiency, sustainability, innovation, organizational capacity, and long-term impact while identifying opportunities for improvement and future investment.

    The findings will inform our strategic planning, donor engagement, organizational learning, and future program design.

    Scope of Work

    Working closely with senior management and program teams, the volunteer will:

    • Review organizational reports, proposals, evaluations, and monitoring data.
    • Assess program performance across all thematic areas.
    • Evaluate organizational impact against strategic objectives.
    • Analyze program quality, effectiveness, efficiency, equity, and sustainability.
    • Assess monitoring, evaluation, accountability, and learning (MEAL) systems.
    • Review governance, partnerships, resource mobilization, and institutional capacity.
    • Evaluate innovation, community engagement, and systems strengthening approaches.
    • Identify best practices and lessons learned.
    • Benchmark organizational performance against recognized international standards where appropriate.
    • Conduct interviews or virtual consultations with staff and selected stakeholders.
    • Produce actionable recommendations for strengthening organizational performance.

    Desired Skills and Experience

    We welcome volunteers with experience in one or more of the following:

    • Public Health
    • Global Health
    • International Development
    • Health Systems Strengthening
    • Research and Evaluation
    • Organizational Development
    • Strategy Consulting
    • Epidemiology
    • Data Analysis
    • Implementation Science
    • Development Economics

    Preferred qualifications include:

    • Bachelor's Degree, Master's degree or equivalent professional experience
    • Experience evaluating nonprofit or NGO programs
    • Knowledge of OECD-DAC evaluation criteria
    • Experience designing mixed-method evaluations
    • Strong analytical and report writing skills
    • Excellent communication skills
    • Experience working with organizations in low- and middle-income countries is highly desirable.

    Flexible schedule over approximately **8–12 weeks**, with most work conducted remotely.
