Our mission is to drive systems change to create healthy communities. The full-time Communications Manager for our Outreach and Enrollment team is a dynamic role in a newly developed team. This is a forty-hour per week position within Transform Health and requires annual travel to our headquarters in Sacramento, CA and to Washington, DC at least quarterly. To be successful, you must be familiar with outreach and enrollment, detail-oriented, eager to learn, an active listener, driven, and able to remain flexible across multiple projects in a dynamic health policy and program team environment of both remote and locally based experts.

The Communications Manager position has the support of other teams but must drive communications work independently and work collaboratively with our field and learning community staff. It requires experience with drafting detailed talking points, newsletters, reporting, and other project-based needs internal and external to carrying out our work.

Duties include, but are not limited to:

Manage, design, and coordinate internal and external communications for Transform Health’s work to ensure our message is consistent and engaging and accurate for outreach and enrollment trainings to support the field teams and develop content for the online learning community. 

Copy edit and adhere to our process and client design choices to build an online learning collaborative in coordination with the Director of Learning and Engagement and leadership. 

Support staff and edit copy for enrollment use-cases, develop and edit training content to be consistent with the client’s needs in PowerPoint. This includes ensuring our presentations are consistent across our voice and brand.

Develop training materials and other training documents for our online learning collaborative for outreach and enrollment. 

Manage relationships with stakeholders in federally facilitated marketplace states for the purposes of engaging them with our online learning collaborative materials and field training program.

Create and document processes for testing materials for improvements to document best practices and case studies in collaboration with outreach and enrollment project team.  

Manage and supervise new and existing web pages or websites for our clients as well as the firm. 

Collaborate with Policy staff to ensure rigor and consistency of our materials and voice across written documents. 

Collaborate with partners to draft copy and manage approvals process for sharing public communications. 

Design an editing process for learning community materials and provide oversight and management of PowerPoint development for field trainings, talking points for presentations and conferences, marketing materials, website and newsletter copy.

Write call scripts, email drafts, instructional memos, and process documents for our staff and our clients to carry out our stakeholder work, including providing structure and guidance to implement a communications plan across all of our projects. 

Able to write procedurally and program reports in easy-to-understand language.

Travel to Sacramento, CA and Washington, DC required, and other field states as needed.

Minimum Requirements:

At least five years of communications experience in consulting, government, or an association. 

Detail-oriented, self-starter who can self-generate work in accordance with the direction of the firm.

Strong desire to problem-solve and create the precedent to innovate.

Required to learn ACA and Medicaid outreach and enrollment as it relates to federally facilitated marketplace states.

High-energy, out-of-the-box thinker to implement and help manage change.

Excellent time manager and completes work within budget and deadlines.

Able to speak publicly and eager to learn about health systems transformation work.

Bachelor’s degree with experience distilling complex health policy topics about coverage and enrollment into actionable steps (state-based or national).
