Duties
The Management Analyst performs the following duties:
Workforce Analysis/Administrative Program Support:
Analyzes benefits and results of existing or proposed agency standards and regulations addressing a particular staffing strategy, such as the Returned Peace Corps Volunteer Non-Competitive Employment Program or overseas staff recruiting for impact and effectiveness. Assignments focus upon discrete segments of existing agency standards, regulations, programs, or policies and are well-defined and straightforward in design and intent.
Liaison Activities:
Functions as initiator of all personnel actions for domestic and overseas USDH staff. Maintains regular communication with HRM to communicate current and future personnel action needs. Performs administrative transactions such as preparation of request for personnel actions and necessary supporting documentation, cables for overseas staff, drafts and finalizes memos for approval of various administrative issues such as extensions requiring approval from the agency Director, waivers, bills of collection.
Problem Identification and Resolution:
Independently researches and resolves problems of a common or immediate nature. Makes recommendations for and coordinates resolutions.
Researches and identifies complex program issues or problems impacting program initiatives in major agency organizational components, such as the EMA Region’s programs covering domestic and overseas operations. Makes recommendations for and coordinates resolutions and improvements.
Human Resources:
Serves as a technical expert, providing advisory services on the entire spectrum of recruitment and placement issues. Identifies and addresses the most difficult recruitment issues surrounding workforce planning and analysis, applicant recruitment, candidate referrals, qualification dispute resolution, and/or use of various placement options. Works with HRM to draft and finalize vacancy announcements, and other language in the vacancy announcement necessary to attract target applicants. Help Requirements Conditions of Employment

Qualifications

Specialized Experience:
This vacancy is being announced at three grade levels:
SPECIALIZED EXPERIENCE FOR THE FP-05 (GS-9)
Qualifying experience for the FP-5 level includes one year of specialized experience at least equivalent to the FP-7 or GS-7 grade level or above which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience examining work processes and carrying out administrative and human resources activities; Experience researching administrative problems; Experience analyzing and summarizing data and maintaining and monitoring data used for reports; Experience maintaining information tracking systems, collecting, compiling and organizing administrative and program information.
OR
A Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or L.L.B. or J.D., if related.
SPECIALIZED EXPERIENCE FOR THE FP-04 (GS-12)
Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level or above which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes Experience analyzing work processes and evaluating program operations impacting administrative and human resources requirements; Experience administering policies, regulations, and procedures for program operations and human resource activities; Experience developing reports, analyzing and summarizing data used to formulate program and operational recommendations.
OR
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
SPECIALIZED EXPERIENCE FOR THE FP-03 (GS-13) (Education cannot be substituted for experience at this grade level)
Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes; Experience developing and recommending solutions to problems affecting administrative and human resources matters impacting business operations; Experience interpreting, applying, and providing guidance on complex policies, regulations, and procedures impacting the use of program and related support resources; Experience evaluating and adapting analytical techniques and evaluation criteria in regard to the measurement and improvement of program effectiveness; Experience conducting detailed analyses of functions and work processes and negotiating solutions to operational impasses.

Time-in-Grade (TIG) Requirements:
Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the FP-09 (GS-05) grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position to which you are applying.
All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), “Notice of Personnel Action” that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

The minimum and maximum salaries listed on this announcement include locality pay.
