The Oregon Department of Early Learning and Care is excited to announce an opening for a permanent, Internal Auditor (Internal Auditor 3). As a new state agency as of July 1, 2023, this will be the first, and only Auditor for the department. As DELC’s first Auditor, you will have the unique opportunity to help the agency shape and strengthen processes and policies and build the audit foundation for the agency.

This position is part of the Oregon Department of Early Learning and Care (DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for overseeing the state’s Early Head Start, Head Start, Prenatal to Kindergarten, and Relief Nurseries programs, licensing Oregon’s child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers.

What you will do:
The scope of internal auditing within an organization is broad and may involve topics such as the efficiency and effectiveness of operations, reliability of financial reporting, deterring and investigating fraud, safeguarding assets, and compliance with laws and regulations. The primary purpose of the internal auditor is to assist management in reducing the risks that may impair the achievement of DELC objectives and improve the efficiency and effectiveness of the department’s operations. Internal audit functions fulfill this purpose by engaging in independent, objective assurance and consulting activities that comply with professional auditing standards. Using a systematic and disciplined approach, the internal auditor evaluates and contributes to the improvement of risk management, control, and governance processes within the department. The position is responsible for developing the internal audit function through the establishment and maintenance of an Internal Audit Charter and procedures that supplement professional auditing standards; planning and executing internal audits and consulting engagements that comply with applicable standards; and developing and administering a process to follow up on action taken in response to audits.
