Duties

This position is located within Peace Corps (PC), Office of Health Services Peace Corps Medical Officer (PCMO) Support Unit. The incumbent's supervisory responsibility serves to provide technical and administrative oversight of the direction and oversight to acquire and maintain qualified staff of PCMOs. This body of work has direct effect on the quality of the Volunteer Health Care Delivery System and on the health and wellbeing of Volunteers for whom the sole source of primary health care overseas is the Peace Corps Medical Officer. The incumbent of this position serves as expert advisor providing expert technical advice and assistance to Country Directors and other senior management.


The Supervisory Health Coordinator performs the following major duties:

  • Incumbent directs, leads, and supports staff responsible for performing technical and administrative program work related to health administration, PCMO programs and processes encompasses technical and administrative knowledge in health services programs.
  • Assess and analyze current medical staffing patterns at post and provides solutions to continuous staffing trends.
  • Incumbent applies expert knowledge related to fields in professional health technical and administrative management, laws, rules, principles and practices to research and interpret policies and programs.
  • Assist in planning for future resource needs, estimate short and long range personnel, budgetary needs, and implementing new resources.
  • Performs all supervisory duties without regard to race, color, national origin, gender, religion, age, disability, political beliefs, sexual orientation, and marital or family status.
  • Reviews positions of possible restructuring to improve career enhancement
  • opportunities.
  • Provides active leadership in the Equal Employment Opportunity (EEO) program administration by analyzing EEO situations in the area supervised. Identifies barriers to the accomplishment of EEO objectives and initiates or recommends actions required to eliminate barriers.
  • Facilitates and Chair bi-weekly PCMO staffing meeting to inform of and analyze worldwide PCMO staffing issues with OHS leadership.
  • Other duties as assigned within the PD.

  • This position requires a public trust background investigation.
  • This is not a bargaining unit position.
  • A one-year probationary period is required.
  • A one-year supervisory probationary period is required.
  • The initial appointment to this position cannot exceed five years.

Specialized Experience at the FP-03:

To be minimally qualified for this position at the FP-03 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience directing administrative, technical work involving development and implementation of program policies and procedures within health care services involving technical and administrative policy development, regulatory policies and procedures. Experience planning and coordinating the work and schedules of subordinate staff. Experience identifying, monitoring, evaluating and implementing program training for subordinate staff.

Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Time-in-Grade (TIG) Requirements:

Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the FP-09 (GS-05) grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position to which you are applying.


All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).

  • Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade.

Education

  1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991).
