  • Workforce Development - IREC leads initiatives to build a diverse and qualified clean energy workforce while ensuring that clean energy workers have access to family-sustaining careers.
  • Local Initiatives - IREC supports communities to develop policies and promote best practices that accelerate the equitable deployment of clean energy.
  • State Regulatory Engagement - IREC represents the public interest in state regulatory proceedings and develops and disseminates best practices to ensure that distributed energy resources (DERs) can be equitably and efficiently integrated on the electric grid.


About the Position

Type: Full-time; exempt

Salary: $110,000 - $125,000 commensurate with experience and qualifications

Location: Remote; flexible 

Reports to: Vice President - Regulatory Program

The Interstate Renewable Energy Council seeks a Regulatory Attorney to advance change at the intersection of clean energy, equity, and inclusion. This position offers a unique opportunity to play a pivotal role in shaping the regulatory landscape for Distributed Energy Resources (DERs) across multiple states. With a focus on strategic oversight and guidance, the role involves spearheading efforts to engage with state regulatory proceedings, ensuring effective advocacy for favorable outcomes in diverse DER markets. Collaborating both internally and externally, the Regulatory Attorney will coordinate with partners at local and state levels to develop and advocate for policy positions aligned with IREC's objectives. The position demands a keen eye for regulatory compliance, necessitating proactive monitoring of proceedings and developments to ensure alignment with evolving frameworks and standards.

Responsibilities

  • State Regulatory Engagement: Contribute to IREC's vision of a 100% clean energy future by engaging in state regulatory proceedings related to Distributed Energy Resources (DERs) grid integration, including on DER and electric vehicle interconnection, integrated distribution planning, and grid modernization. Identify and participate in high-impact dockets and ensure effective participation and advocacy that leads to favorable regulatory outcomes across multiple states with diverse DER markets.
  • Stakeholder Coordination and Partnership: Collaborate internally and externally with partners at the local and state levels to develop and advocate for policy positions aligned with IREC's objectives. Coordinate efforts to engage with state public service commissions, providing education and guidance on regulatory best practices for DERs.
  • Policy Development and Advocacy: Drive the development, review, and editing of public comments and regulatory filings related to DERs. Craft compelling arguments and positions to influence regulatory decisions in favor of IREC's goals, ensuring alignment with evolving regulatory frameworks and industry standards.
  • Compliance and Regulatory Engagement: Ensure compliance with regulatory requirements and deadlines across multiple states. Proactively monitor regulatory proceedings and developments, staying abreast of changes in DER markets and regulations to inform IREC's advocacy efforts effectively.


IREC team members collaborate primarily in the virtual environment, leveraging remote meetings, project management, and other collaboration tools to stay connected and on task.  

Knowledge, Skills, Experience, and Qualities for This Role:

Required:

  • Juris Doctor degree from an accredited law school
  • 3+ years of relevant work experience and familiarity with public utility regulation, distributed energy resource policy and technology, and state policy and advocacy
  • Proven track record of successfully engaging in state regulatory proceedings and advocating for favorable outcomes
  • Exhibit exceptional legal research and writing abilities, with experience in drafting and reviewing legal documents, including public comments, regulatory filings, and policy briefs
  • Ability to articulate complex legal arguments clearly and persuasively
  • Excellent communication and collaboration skills, with the ability to effectively engage with internal teams, external partners, and state regulatory commissions
  • Strong ability to navigate complex regulatory landscapes, monitor regulatory developments, and ensure compliance with deadlines and reporting obligations
  • Commitment to diversity, equity, inclusion, and accessibility


Preferred:

  • Experience with stakeholder coordination and partnership-building 
  • Knowledge of one or more of the following subject areas: energy justice and equity in utility regulation; electric vehicle charging infrastructure interconnection; distribution system planning; building decarbonization and electrification
