Project HOME achieves its mission through a continuum of services comprised of street outreach, a range of supportive housing, and comprehensive services. We address the root causes of homelessness through neighborhood-based affordable housing, economic development, and environmental enhancement programs, as well as through providing access to employment opportunities, adult and youth education, and health care.

ABOUT THE POSITION

Reporting directly to the Senior Vice President of Supportive Housing Operations, the Vice President of Supportive Housing Operations (VPSHO) is a member of the senior management leadership team and is primarily responsible for property management and oversight of residential social services for ~13 sites (approximately half of Project HOME's total housing portfolio). The VPSHO will integrate the department's initiatives and services in response to the organization's strategic plan and is responsible for managing relationships with key internal and external stakeholders. The VPSHO manages a growing team of 100+ with three direct reports and a $10M portfolio. They will also closely collaborate with a partner VPSHO (who manages the other half of the housing portfolio) and other organizational leaders to ensure the organization's overall sustainability and success.

This is an ideal opportunity for a strategic and equity-focused leader within the affordable housing community who is passionate about developing and streamlining effective strategies and services to best support Project HOME's residents and communities during a time of significant growth for the organization.

Responsibilities include but are not limited to:

Property Management

  • Manage ~26 program budgets totaling $10M, ensuring fiscal responsibility and resource allocation to meet program goals.
  • Successfully support the team to achieve key performance indicators and maintain compliance related to housing retention, unit vacancy, health care, employment, and housekeeping.
  • Ensure housing units meet occupancy goals in cooperation with tenant management.
  • Identify potential risks and develop strategies to mitigate them, ensuring member safety and security.
  • Collaborate with the Real Estate and Asset Management department on the design of new properties, the renovation of existing properties, capital improvements, and maintenance.

Residential Social Services

  • Develop and achieve annual goals in support of the mission and aligned with the agency-wide strategic plan, while ensuring the successful management of our daily service delivery and operations.
  • Design and deliver quality, measurable residential services and programming while incorporating mission-focused and person-centered best practices.
  • Develop innovative solutions to increase sustainability and funding of residential social services.
  • Deliver specialized programs and training to enhance the ongoing operations of services, such as Medicaid billable services, Social Enterprises, and other supportive services for residents and staff.
  • Ensure fidelity of equitable service delivery by creating and streamlining systems and processes to support direct service providers.

Organizational & Team Leadership

  • Supervise a team of 100+, supporting 3+ Directors who oversee properties, programs, and direct services for the buildings and residents within the portfolio.
  • In partnership with Directors, actively review program performance and budgets, assess and identify process gaps, plan and coordinate management of ongoing projects, and discuss team needs such as training and development.

  • Collaborate with departments across Project HOME to contribute to overall strategic direction and organizational health.

CANDIDATE REQUIREMENTS:

  • A minimum of 10 years of progressively responsible experience in affordable property management, supportive services, or a related field, with at least 3 years in a senior leadership position.
  • Experience working with programs supported by mixed funding sources (e.g., LIHTC, Project Based, Continuum of Care, HUD, Department of Behavioral Health, etc).
  • Demonstrated commitment to Project HOME's mission and values.
  • Experience leading and developing high-performing, layered, multidisciplinary teams.
  • Experience with the development and oversight of complex budgets.
  • Deep commitment to the principles of diversity, equity, and inclusion; experience working across lines of difference
  • Experience with integrated databases; proficiency using Microsoft Office with the ability to quickly learn new platforms.

Location:

Hybrid in Philadelphia, PA, with the expectation of at least 3 days per week in office.

COMPENSATION AND BENEFITS:

The hiring salary range for this role is $123,000 - $127,000.
