Description

SUMMARY:

American Councils is seeking a motivated, organized professional committed to international education to fill the role of Future Leaders Exchange (FLEX) Program Hub Director in Tashkent, Uzbekistan. The FLEX program is sponsored by the U.S. Department of State and provides a life-changing, one-year scholarship exchange opportunity to the U.S. for competitively selected secondary school students from Europe and Eurasia.  The Tashkent Hub Director is responsible for general oversight of the FLEX program and includes travel throughout Uzbekistan. Primary responsibilities include student recruitment, orientation, and on program support; administrative and financial oversight; liaising with U.S. Embassy, Ministry of Education, and other stakeholders; and management of local staff as well as the in-country alumni program.  The Hub Director reports to the Uzbekistan Country Director and works in conjunction with the Senior Director for FLEX and YES Field Operations and Washington-based program managers.


PRIMARY RESPONSIBILITIES:

  • Supervise and direct the work of permanent and limited term program staff;
  • Manage the recruitment process including scheduling and publicity in accordance with program policies and procedures;
  • Conduct applicant interviews and ensure the quality and timely completion of all rounds of applicant testing;
  • Oversee all domestic and international travel for selected students;
  • Represent the program and maintain relationships with local government officials, the U.S. Embassy, and other stakeholders;
  • Ensure compliance with local laws and regulations related to FLEX programming with internal and external partners;
  • Supervise and teach pre-departure orientations to ensure compliance with curriculum and program rules;
  • Oversee on-program support of students and manage sensitive or high-level support cases;
  • Oversee the student notification process;
  • Assist in the organization of FLEX conferences;
  • Monitor funds and provide financial reports and prepare budgets as needed and requested;
  • Manage FLEX alumni programming in Uzbekistan, including supervising Alumni Coordinators and submitting reports in collaboration with the Director of Alumni Programs;
  • Other duties as assigned.

Qualifications

  • Program administration experience
  • Supervisory experience in a cross-cultural environment
  • Excellent communication skills and ability to build successful relationships
  • Fluent in Uzbek, Russian, or a regional language
  • Experience traveling extensively under difficult conditions
  • Experience in reporting and budget management
  • Experience studying in a U.S high school environment and authorization to work in the U.S. required
  • Regional experience preferred
  • BA in relevant field (e.g. appropriate area language, or area studies, education, etc.) required; advanced degree preferred
  • Prior experience with the FLEX program preferred
