The National Association of Counties (NACo), representing America’s 3,069 county governments with 40,000 elected officials,3.6 million county employees and more than $660 billion in annual

community-based investments, seeks a Program Manager for Resilient Economies

& Communities. Duties of this position include a variety of project-based activities aimed at informing, educating, assisting and measuring results for county officials across the country in their efforts to improve equitable economic opportunity, support place-based investment and advance upward mobility to move residents out of poverty.

 The position is dependent on the availability of project-based outside funding.


Position Responsibilities and Activities:

  • Develop, disseminate and promote NACo initiatives for Resilient Economies and Communities in written materials, partner meetings, national webinars, small group convenings and national events
  • Provide quality information and guidance to county government officials on topics related to economic development, including economic mobility, housing access and economic diversification strategies
  • Design and implement monitoring and evaluation data collection tools and systems that capture and communicate the impact and outcomes of county economic mobility projects
  • Support research and data analysis projects on the translation of economic mobility best practices, tools and resources into the rural county perspective
  • Assist in drafting, formatting and posting program resources including webinars, toolkits and news articles for national dissemination to stakeholders, policymakers and the public
  • Plan and conduct technical assistance activities and learning activities for county leaders
  • Manage the timely delivery, day-to-day quality and completion of project deliverables
  • Maintain productive ongoing relationships with NACo members, federal agency partners foundation and corporate funders and other NACo departments


Knowledge, Skills and Abilities:

·    At least 3 years of experience in economic development, policy research or program evaluation and monitoring

·     Bachelor’s degree required; advanced degree preferred but not required

·        Excellent verbal and written communication skills, including in public speaking and in conducting formal meetings with internal and external stakeholders

  • Brings collaboration, innovative ideas and creativity to the position and work products; works well under pressure and as part of a team and with external partners
  • Ability to work well in a political environment while maintaining non-partisan perspective
  • Ability to work well with external partners, including communities and stakeholders from ideologically, racially, ethnically and socioeconomically diverse backgrounds

Working Conditions:

  • Hybrid work schedule is available, with minimum requirement of 3 days in the office to collaborate
  • Some travel is required, estimated at four to six trips per year
