Description

Job summary: The Health Policy Manager will drive GHF’s public policy work across a spectrum of health policy issues, including Medicaid, private market health insurance reforms (including the Affordable Care Act), health care costs and affordability, health equity, public health, and housing. The Policy Manager will conduct policy and program research; analyze policy, regulations, and administrative data sets; disseminate policy information to a variety of audiences; lead the drafting of issue briefs and related materials; work collaboratively with other GHF staff and organizational partners to support the development of advocacy strategies that promote GHF’s policy priorities; and foster relationships with key industry and government stakeholders and decisionmakers.

This position is ideal for someone interested in addressing disparities in health care, coverage, and public health systems. We are looking for a highly motivated and collaborative individual to work closely with the rest of the GHF team and our organizational partners. Commitment to anti-racist, intersectional policy work is a must.

 

Responsibilities include:

  • In collaboration with GHF staff, identify key issues where research and policy analysis are needed, and develop and carry out a policy research plan
  • Conduct literature reviews, data analysis, and other types of qualitative and quantitative research
  • Develop a range of high-quality written materials, including policy reports, fact sheets, issue briefs, and blogs
  • Draft organizational comments and statements in response to state and federal policy actions
  • Disseminate policy information to consumers, coalition partners, media, and policymakers through presentations, written communication, and other formats
  • Collaborate with the GHF staff and relevant organizational partners to develop advocacy strategies to advance GHF’s policy priorities
  • Foster and maintain relationships with key industry and government stakeholders and decision makers
  • Track relevant state policy proposals and implementation, including emerging and active legislation during the Georgia legislative session
  • Stay on top of major trends in health policy and how they may apply to Georgia health care consumers
  • Help to prepare and complete deliverables and reports to funders
  • Represent GHF externally by attending policy briefings, meetings, legislative hearings, and other convenings
  • Other duties as assigned

 

Knowledge, Skills, and Abilities:

  • Knowledge of public and private health insurance, health care systems, and public health policy
  • Knowledge of state policy environment and processes
  • Outstanding critical thinking, problem-solving, research, and analytical skills
  • Strong written and verbal communication skills
  • Ability to establish and maintain effective working relationships with many different stakeholders and constituencies
  • Excellent attention to detail, organizational, and time management skills
  • Demonstrated ability to manage projects, monitor responsibilities, and achieve goals
  • Ability to work well autonomously and as a member of a collaborative team
  • Ability to present policy and research information to a variety of audiences, including government officials and policymakers, using everyday language and without technical jargon
  • Flexibility and an ability to work in a dynamic and fast-paced environment
  • Curiosity and commitment to learning
  • Lived experience with the health programs or issues that GHF focuses on, or experience working with people with low incomes is a plus

 

Qualifications:

  • Strong commitment to race equity, and social and economic justice
  • A graduate degree in public policy, law, economics, public health, or other relevant field strongly preferred; Bachelor’s degree required
  • At least 5 years relevant experience
  • Access to reliable transportation
  • Knowledge of computers and technology: proficient in Microsoft Office applications, Google Work Space environment, and audio/visual and conference calling technology; experience with data analysis tools a plus

 

Working Conditions

Works in general office environment and travels to other facilities and venues where meetings are held. Some evening or weekend hours may be required. Some travel in Georgia will be required. May be required to lift up to 25 pounds.

While GHF’s office is located at 50 Hurt Plaza SE, Suite 1130, Atlanta, GA 30303, the Health Policy Manager does not necessarily need to be based in the metro-Atlanta area. Location is flexible, with the understanding that the Manager will be required to travel to GHF’s office at times and to the state Capitol at least weekly during the state legislative session. 

 

Compensation

The anticipated salary for this full-time position is $75,000-$80,000, depending on experience. Medical, dental, and vision insurance will be provided.
