Job Title: Special Programs Coordinator

Status:  Full Time Regular | Non-Exempt Employee

Summary:  The Maryland Legal Services Corporation, a nonprofit, statewide grant maker, seeks a full-time Special Programs Coordinator to provide technical support for Special Grants Programs and the Access to Counsel in Evictions (“ACE”) program; to coordinate Special Grants Programs evaluation processes, grantee reporting activities, and upstream reporting.

Our office is in downtown Baltimore, Maryland. Following an onboarding period, the Special Programs Coordinator may work in a hybrid format.

About The Maryland Legal Services Corporation  

The mission of Maryland Legal Services Corporation is to ensure low-income Marylanders have access to stable, efficient and effective civil legal assistance through the distribution of funds to nonprofit legal services organizations.

MLSC is a legislatively created nonprofit corporation that distribute funds from the Interest on Lawyer Trust Accounts (IOLTA) program and other sources, for the provision of civil legal services to low-income Marylanders. In addition to IOLTA, MLSC receives funding from surcharges on certain court filing fees and a distribution from the Abandoned Property Fund. MLSC currently provides funding to 46 nonprofit grantees throughout Maryland to ensure that eligible clients in all areas of the state have access to legal assistance.  In 2021, The Maryland General Assembly established Maryland's Access to Counsel in Evictions (ACE) program, one of the first programs in the nation to provide tenants facing eviction with access to a free attorney.  MLSC proudly administers the ACE program, as well as several other special programs designed to increasing access to justice.

Primary Responsibilities:

Assist Program Manager with overall management and implementation of both the statewide Access to Counsel in Evictions programs and the Right to Counsel in Evictions program specific to Baltimore City, which may include performing outreach to key constituencies, convening stakeholders, and coordinating other program functions as needed.

Assume progressive responsibility for regular communication with ACE grantees, with direction and oversight from Program Manager.

Provide day-to-day oversight of tenant outreach and education provided by nonprofit community groups through the ACE program, including soliciting additional providers through Requests for Proposal, reviewing and summarizing proposals, contracting, reporting, and leading monthly meetings of these providers, in consultation with the Program Manager. 

Manage the statewide distribution of public-facing materials. 

Participate in and support various workgroups and committees.

Manage data flow and data integrity for the Special Grant Program applications and reporting.

Manage incoming grantee information for Special Grant Programs as requested and provides decision support to Program Manager.

Assist Program Manager with preparing upstream grant reports.

Perform other duties as assigned.

Qualifications/Skills:

Level of education/experience: Six years of corporate or nonprofit experience. Post high school training or higher education may be substituted for up to 4 years of experience.

Commitment to access to justice and familiarity with Maryland’s civil legal aid system required.

Demonstrated experience working in partnerships and/or coalitions. 

Significant experience with/in Excel required.

Significant experience with/in Microsoft Office 365, Adobe, and databases preferred. 

Strong organization skills required, including ability to prioritize and quickly respond to evolving needs. 

Strong communication skills required.

Strong attention to detail required, including comfort working with large sets of numbers.

Ability to work both independently and as a member of a team required.

Comfort with technology and working in a hybrid environment required.

Notary Public preferred or willingness to become Notary Public.

Reports to: Program Manager, Access to Counsel in Evictions

Salary/Benefits: $50,000-$60,000 salary depending on experience and skills, plus generous benefits package including health, dental, long-term disability, retirement plan and organization-paid parking/transit allowance.
