    ABOUT THE POSITION

    The Human Resource Manager will report to the President & CEO and is responsible for oversight of all human resource functions at Voices for Children (VFC) and its employees. The Human Resource Manager supervises the Human Resource Generalist and advises the President & CEO, CFO, and other members of the leadership team regarding HR matters. This role demands strong collaboration skills to ensure the efficient and effective delivery of HR services to internal and external customers and plays a key role in maintaining compliance with grants, contracts, and applicable state, federal, and local laws.

    The Human Resource Manager has responsibility for the following functional areas: benefits administration, employee relations, timekeeping and payroll support, employee development and training, health & safety, performance management, recruitment/hiring/onboarding new staff, employee terminations, policy implementation and guidance, leave administration, and employment law compliance. The HR Manager furthers VFC’s commitment to embracing a diverse and equitable workplace.

    The Human Resource Manger must handle matters confidentially and apply the strictest security when the need arises, whether the items are labeled confidential or not. This employee must work as a committed member of the Voices for Children team.

    Specific responsibilities include:

      • Partner with the leadership team to administer and communicate various company policies, procedures, employment-related laws, etc.
      • Maintain and update VFC’s Employee Handbook.
      • Ensure legal and ethical compliance with state, federal, and local laws and National CASA Association Standards.
      • Maintain a strong working knowledge of wage and hour laws in California and ensure compliance.
      • Collaborates with other departments to ensure compliance with grants and county contracts.
      • Act as VFC's Custodian of Record for employee records.
      • Stay up to date with health and safety guidelines, policies, and procedures, and keep staff informed. Ensures compliance with OSHA & Cal-OSHA
      • Work with supervisors and managers to address employee relations issues such as: performance/discipline issues and handle employee complaints, concerns, and questions. Investigate, recommend, and resolve employee relations issues up to and including terminations.
      • Works with managers and employees to maintain accurate and current job descriptions.
      • Manage employee separations. Oversee all tasks associated with exiting employees.
      • Oversee the recruitment, selection, and onboarding of all staff, in consultation with hiring managers and with the support of the Human Resources Generalist.
      • Support the Finance team to process biweekly payroll in iSolved.
      • Maintain HRIS records with accuracy and timeliness.
      • Responsible for ensuring accurate benefits administration to include: managing and ensuring proper system integration where needed, reconciling benefits invoices, coordinating annual renewal meetings and open enrollment, retirement plan administration, maintaining strong knowledge of all company benefits, and answering staff questions as related to benefits. Process new hire enrollments and benefit cancellations and initiate COBRA documentation for employee resignations, terminations, and/or layoffs. Process qualifying life event changes throughout the year.
      • Manage employee leaves of absences and the accommodation process with support from the Human Resources Generalist.
      • Provide consultation and guidance to organizational committees when requested by the President & CEO.
      • Coordinate the annual performance management process. Work with members of management to monitor and improve the performance process as necessary.
      • Design, develop, implement, and improve HR processes, when needed.
      • Facilitate employee development and training opportunities when requested by the President & CEO.
      • Monitor mandatory CA harassment prevention training, using the provided system, for all supervisors and employees; ensure that all employees are in compliance and re-take the course every two years, as required by law.
      • Supervise and guide the work of the Human Resources Generalist.
      • Manage requests for references and verification of employment for current and past employees.
      • Establish and maintain positive working relationships with staff members and management. Ensure a response to staff inquiries is made in a timely manner.
      • Process unemployment and Workers’ Compensation claims and wage garnishments.
      • Responsible for completion, accuracy, and maintenance of all employee files, I-9's, benefit files, etc.
      • Continually work to further the Mission and Vision of Voices for Children.

    Other Duties

      • Complete mandated training and other trainings as assigned.
      • Continually work to further the Mission and Vision of Voices for Children.
      • All other duties as assigned by the President/CEO.

    COMPENSATION & WORK SCHEDULE

    Starting Pay Rate for this position is $48-52 per hour D.O.E.

    The standard work week for this position is 20 hours; however, employees are expected to work any additional time necessary to meet deadlines and complete assignments. Evenings and weekends may be required. Additional hours are subject to overtime pay. The VFC office is open for business Monday through Friday: 8:00 AM to 5:00 PM. This position does allow for hybrid work. Permission to work remotely is determined based on a variety of factors, including but not limited to performance, operational demands, essential duties, and responsibilities.

    JOB QUALIFICATIONS

    Essential Criteria

      • Bachelor’s degree or equivalent combination of relevant work experience and education.
      • 6-8 years of broad and progressive HR responsibilities.
      • Strong knowledge of CA and Federal employment laws and regulations, including wage and hour laws.
      • Experience managing the full employee recruiting lifecycle, benefits administration, employee relations, payroll, and training and development.
      • Proficiency with HRIS systems and technology, including experience using an applicant tracking system and timekeeping/payroll systems.
      • Experience managing leaves of absence and employee accommodations.
      • Positive, upbeat attitude with the ability to connect and create trust with staff at all levels.
      • Excellent organizational, time-management, project management, and communication skills (interpersonal, verbal, and written).
      • Ability to work effectively, diplomatically, and tactfully at all levels with those internal and external to the organization, maintaining standards of confidentiality, discretion, and professionalism.
      • Fully proficient with Microsoft Office Suite, including Excel, Word, Outlook, and PowerPoint.
      • Detail-oriented and accurate.
      • Ability to present information concisely and effectively, both verbally and in writing, must be comfortable giving presentations to both large and small groups.
      • Able to think strategically and plan accordingly.
      • Must have a valid California driver’s license and automobile insurance, as well as access to an automobile for local travel.

    All requirements must be complied with as set forth in the California Rules of Court, Rule 5.655

    Preferred Criteria

      • Post-graduate degree in business or another field relevant to HR.
      • Current HR certification (e.g., HRCI PHR or SPHR certifications, SHRM-CP or SHRM-SCP certifications).
      • Progressive HR responsibilities in a nonprofit setting.

    Special Conditions

      • Able to work extended hours (more than 20 hours per week) as needed, including nights and weekends, during high-volume periods of the fiscal year (e.g. open enrollment, performance evaluation), or to address time-sensitive issues.
