About Us

The Union of Overseas Voters was established by U.S. citizens living abroad to empower overseas voters, future voters & Voting Assistant Officers (VAOs).

The Union is a non-partisan, non-profit association based in Paris, France, registered under French law, and governed by American expatriates. We serve Americans overseas and others who serve Americans abroad.

The Union was founded in 2011 by volunteer civilian Voting Assistance Officers with over 40 years of experience helping overseas American voters; community organizers; campaign & media specialists; IT professionals; and educators. Our activities & projects include:

  • Voter registration assistance & Voting Assistant Officer training
  • Voter telephone hotline & online voter assistance
  • Speakers bureau, conferences, presentations
  • Classroom civics modules & educational materials
  • Get Out The Vote campaigns
  • Mobile applications & online media
  • Voting Assistant Officer community support services

Excluding U.S. military and government personnel posted abroad, the U.S. State Department estimates there are 6.32 million U.S. citizens living abroad.Yet less than 1.2 million ballots were sent to overseas U.S. voters in the 2010 General Election. And one-quarter to one-third of those ballots were never mailed back to U.S. election officials for counting. Millions of U.S. citizens living abroad are not directly involved in the country's political process. The Union of Overseas Voters was founded to remedy this.
