About the NAACP One Millions Job Campaign:

The NAACP’s One Million Jobs Campaign (OMJC) is hiring a Program Manager for the overall management, implementation and expansion of the One Million Jobs Campaign and training centers throughout Connecticut. OMJC secures hiring commitments from major employers and conducts extensive outreach within the community to connect criminal justice-impacted candidates with high-quality jobs. The Program Manager will be responsible for coordinating with current partners and building new partnerships; supervising staff and volunteers; overseeing project implementation throughout the state. They will work with the OMJC Director to implement financial and administrative oversight, grant reporting and monitoring, and evaluation of the campaign and training centers. By supporting the implementation of the campaign throughout Connecticut, the Program Manager will play a key role in expanding the economic opportunities available to people impacted by the criminal justice system, generating greater diversity and equity in the workforce, and reducing recidivism throughout Connecticut.  


The Program Manager is a contract position and renewable annually.


Management and Administration:

  • Provides technical, operational, financial, and managerial leadership for successful implementation of project activities.
  • Ensures that the program is technically sound, evidence-based, and consistent with funder and stakeholders’ priorities.
  • Provides oversight of program implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.
  • Oversees the selection and training of qualified program staff, providing effective supervision, and managing performance to ensure efficient operations.
  • Ensures that the project progresses in accordance to its contractual obligations and complies with donor regulations and internal organizational policies.
  • Builds on existing program replication toolkit to provide a blueprint for expanding the One Million Jobs Campaign to other parts of the state, including Bridgeport, Waterbury and New London and, eventually, to other states. 


Staff & Program Supervision:

  • Supervise OMJC Intake Coordinators, Outreach Workers, and Career Navigators
  • Monitor participant intakes in Veoci & ensure that participants are served quickly and appropriately
  • Sit in on case management sessions/mock interviews to monitor and improve program quality
  • Ensure that all referrals to employers/training partners are recorded in Veoci 
  • Collect feedback from staff and make adjustments as needed
  • Supervise evening training staff
  • Make curriculum adjustments as needed based on staff and participant feedback
  • Develop training materials (slideshows, handouts, etc.) and ensure that training materials are ready for each session
  • Serve as an occasional mock interviewer or presenter during job readiness training sessions
  • Curate relationships with and supervise mock interview volunteers (daytime and training session volunteers)
  • Supervise One Million Jobs Campaign interns (as applicable)
  • Collect regular reports from all partner employers and training partners
  • Connect with local Alternatives in the Community (AICs) to explore a referral pipeline or other connection to the One Million Jobs Campaign


Employer Relationships

  • Continue to curate relationships with Yale New Haven Hospital, Hartford Healthcare,  Connecticut Children’s, and UConn Health, including attending monthly meetings and feedback sessions
  • Develop relationships with new employer partners, including those in the advanced manufacturing field
  • Pursue Hartford connections with Connecticut Children’s, Aramark, and Best Chance 
  • Meet with employers and community leaders across Connecticut to discuss opportunities and challenges in different regions


Financial & Data Management:

  • Collaborate with the CT NAACP treasurer and accountant to manage the accounting and dispersal of funds
  • Ensure that all participant inputs and outcomes are recorded in Veoci 
  • Produce quarterly reports of OMJC progress, including city-level numbers of participants enrolled and served, services provided, number of jobs obtained, number of employers engaged, and demographic information about participants.
  • Ensure that all data required for grant reports is collected fully and accurately for programmatic targets and deliverables.
  • Oversees development of a monitoring and evaluation plan for the successive phases of the project to capture project performance and results.


Qualifications:

  • Bachelor’s degree in Human Services, Psychology, Social Work, or a related field OR Associate’s degree and excellent behavioral and local experience qualifications;
  • Minimum of 3 years of work experience in managing, designing, implementing and evaluating statewide and national projects.
  • Strong listening, communication, relationship-building, interpersonal, obstacle-removing, and stress management skills;
  • Strong preference for candidates with expertise/experience navigating the criminal justice system, hiring and workforce development, and program management.
  • Detail oriented and proven ability to write technical reports and program documents.
  • Understanding of the basic barriers and challenges facing young adults in career navigation programs and the criminal justice system.
  • An ability to manage and motivate a team, and collaborate with a large group of volunteers.
  • Successful relationship-builder with a track record of developing new partnerships and attracting new funding and community partnerships.
  • Ability to prioritize tasks and manage multiple projects simultaneously
  • Strong problem-solving skills
  • Exceptional time management skills to meet project deadlines
