The Independent Budget Office (IBO) is recruiting for a Data Acquisition and Governance Manager to join the team of the General Counsel/Chief Innovation Officer, to be responsible for developing, implementing and maintaining data governance frameworks to promote efficient acquisition of data, ensure data quality, security and compliance across the agency, and promote data management and analytical practices that align with IBO’s objectives and result in the most efficient allocation of resources possible.
IBO’s responsibility under the New York City Charter and State Education Law is to provide impartial, nonpartisan information and analysis on the city budget, tax revenues, and the local economy, and to issue public reports on city budgetary and policy matters in order to enhance the understanding and decision making of elected officials, government and nonprofit stakeholders, and the public.
The Data Governance Manager will collaborate with legal, data management, analytical, and IT staff, and will ensure that data-related activities align with all applicable data security and training requirements.
Qualifications:
Candidates should be detail-oriented, and able to work independently, as well as to lead, collaborate and coordinate across multiple teams, and capable of initiating and tracking multiple projects. Candidates with a strong interest in New York City’s government landscape along with an understanding IBO’s mandate under state and local law, as well as compliance standards in the area of data governance are ideal.
A successful candidate should be comfortable interacting with elected officials, government agency staff, policy advocates, among other stakeholders. The ability to take initiative, manage work products and to meet deadlines is critical. Sense of humor a plus.
A graduate degree in public administration, law, data analysis, computer science, mathematics, or related field is preferred; a bachelor’s degree and/or equivalent work experience may substitute.

New York City residency must be established within 90 days of appointment and is required for the first two years of city service, after which employees may reside in Nassau, Orange, Putnam, Rockland, Suffolk, or Westchester Counties. You must be legally eligible to work in the United States. Foreign nationals must have a valid permanent resident card (“green card”) or renewable work permit.
