    Description

    The Independent Budget Office (IBO) is recruiting for a Data Acquisition and Governance Manager to join the team of the General Counsel/Chief Innovation Officer, to be responsible for developing, implementing and maintaining data governance frameworks to promote efficient acquisition of data, ensure data quality, security and compliance across the agency, and promote data management and analytical practices that align with IBO’s objectives and result in the most efficient allocation of resources possible.

    IBO’s responsibility under the New York City Charter and State Education Law is to provide impartial, nonpartisan information and analysis on the city budget, tax revenues, and the local economy, and to issue public reports on city budgetary and policy matters in order to enhance the understanding and decision making of elected officials, government and nonprofit stakeholders, and the public.

    The Data Governance Manager will collaborate with legal, data management, analytical, and IT staff, and will ensure that data-related activities align with all applicable data security and training requirements.

    Qualifications:

    Candidates should be detail-oriented, and able to work independently, as well as to lead, collaborate and coordinate across multiple teams, and capable of initiating and tracking multiple projects. Candidates with a strong interest in New York City’s government landscape along with an understanding IBO’s mandate under state and local law, as well as compliance standards in the area of data governance are ideal.

    A successful candidate should be comfortable interacting with elected officials, government agency staff, policy advocates, among other stakeholders. The ability to take initiative, manage work products and to meet deadlines is critical. Sense of humor a plus.

    A graduate degree in public administration, law, data analysis, computer science, mathematics, or related field is preferred; a bachelor’s degree and/or equivalent work experience may substitute.

    Key Responsibilities:

    Governance and Compliance

    The Data Governance Manager will:

    • Design, lead and collaborate with research, analytical, data management, IT, legal, and administrative teams to develop and implement data governance initiatives that align with organizational goals.
    • Direct and implement comprehensive data governance policies, standards, and procedures to ensure data integrity, security, and compliance with law, regulations, and rules.
    • Work closely with Senior Team, as well as research, analytical, data management, IT, legal, and administrative teams to propose and align data governance initiatives with organizational goals and ensure effective and efficient data stewardship.
    • Oversee and collaborate with management, research, analytical, data management and IT teams to develop and implement policies and practices with respect to the use of analytical tools IBO research and analysis.
    • Data Quality Assurance: Initiate and coordinate with data managers and business units to define data quality metrics and establish processes for data validation, cleansing, and monitoring.
    • Monitor and assess the effectiveness of data governance and analytical practices, recommending and implementing improvements as necessary.
    • Monitor and assess data usage, including use of analytical tools, to promote efficiency and compliance with obligations based on law, regulation, and agreement.
    • Serve as a resource for best practices related to data acquisition and governance.
    • Manage process to ensure that staff are trained on appropriate handling, storage and use of sensitive data.
    • Monitor and document that staff participate in training sessions, ensuring compliance with legal, regulatory and other requirements.
    • Maintain records of completed training to meet regulatory requirements.
    • Perform related duties at the request of the Director and General Counsel/Chief Innovation Officer.

    Sourcing and Acquisition

    The Data Governance Manager will:

    • Lead and facilitate analytical teams to identify and evaluate potential data sources to meet agency needs.
    • Frame, document and track data requests.
    • Establish and maintain relationships staff at government agencies pertaining to data requests. Discuss/negotiate with City agency staff to promote timely responses to IBO data requests.
    • Review data received with analytical teams to assess quality, accuracy, and completeness. Propose specific follow-up steps, as necessary.
    • Draft/negotiate memoranda of agreement with City agencies to standardize delivery of data required on an ongoing basis and ensure appropriate protections in place for storage/use of data by IBO staff.

    Other Information:

    New York City residency must be established within 90 days of appointment and is required for the first two years of city service, after which employees may reside in Nassau, Orange, Putnam, Rockland, Suffolk, or Westchester Counties. You must be legally eligible to work in the United States. Foreign nationals must have a valid permanent resident card (“green card”) or renewable work permit.
