    The Community Employment Program (CEP) is a self-funded program within Student Support Services at Shoreline Community College. The Program is dedicated to serving students with disabilities and aligns with the College's mission to deliver accessible, high-quality education and workforce training that empowers all students to achieve success. CEP supports participants by providing individualized assistance tailored to their unique pathways to employment. Reporting to the Dean of Student Support & Success, the Community Employment Program (CEP) Program Manager provides leadership and administrative direction to CEP as a part of the Student Services Division. Primary responsibilities include the following:

    • Lead unit in providing comprehensive services to assist individuals with disabilities in their unique pathway to employment. Directly provide service to caseload of participants.
    • Ensure compliance with contracted services with King County Developmental Disabilities and Early Childhood Supports Division through the State of WA Developmental Disabilities Administration (DDA). Manage and maintain King County Individual Employment Provider Contract requirements, including hosting biennial monitoring visits.
    • Maintain the Commission of Accreditation on Rehabilitation Facilities (CARF) standards and lead CEP through the accreditation process every 3 years.
    • Manage and maintain a School To Work Contract through King County.
    • Manage and maintain Division of Vocational Rehabilitation (DVR) Contract requirements.
    • Manage and supervise daily activities of the Community Employment Program.
    • Coordinate, communicate, and oversee workflow and tasks of the Community Employment Program.
    • Prioritize and allocate resources; utilizing qualitative and quantitative data, conduct assessment, reviewing and evaluating unit services, to ensure quality delivery and outcomes.
    • Supervise staff; recruit, train, coach, and ensure performance.
    • Prepare or oversee the preparation of program reports, written correspondence, presentations, or other materials; direct the maintenance of working and official files. Maintain participant records and their retention in compliance with federal, state, accreditation, agency, and/or College guidelines, including FERPA.
    • Prepare and administer CEP budget, including revenue and expense projections, and determination of staffing and operational requirements; approve and monitor expenditures; ensure proper and timely invoicing and monitor receipt of revenues.
    • Represent CEP within the College, in the community, in professional organizations, and with local, state, and federal associations and agencies. Conduct / direct outreach efforts as appropriate to promote CEP and develop job opportunities/placements for participants.
    • Participate in the development, implementation, administration, and interpretation of policies and procedures; implement changes as required and resolve issues as applicable.
    • Manage the applicable provisions of negotiated employees' collective bargaining agreements.
    • Keep current with laws, regulations, and technology that affect CEP and Student Services.
    • Collaborate with other department managers to support Student Services division; work as a team player, appropriately exhibiting a positive attitude and sense of humor. Participate and contribute as member of Student Affairs Leadership Team.
    • Promote an environment supportive of the College mission and vision, student centered services, and inclusive excellence.
    • Be a liaison to Shoreline School District's High School Community Based Transition Program for the College.
    • Serve on committees, attend meetings, and support other College initiatives, as designated.
    • Participate in professional development as appropriate/designated, at the College and through professional associations or other opportunities.
    • Perform other duties as assigned (of a similar nature or level).

    Required Education & Experience:

    • Bachelor's degree in a related field, and
    • Two years of related experience; OR equivalent education and/or experience.

    Knowledge Of:

    • Theories, principles and operational practices applicable to the Community Employment Program
    • Leadership and managerial theories and principles, including the principles and practices of effective supervision
    • Budgeting principles and practices
    • Applicable laws, rules, ordinances, and regulations
    • Policy development and implementation
    • Computer applications to be able to use systems applicable to the Community Employment Program and as relevant as an employee of Shoreline Community College, e.g., Microsoft Office 365 Access, Excel, Word, and Outlook, as well as electronic data systems.
    • Techniques for effective presentations and communication in a multicultural environment.

    Skill In:

    • Applying theories, principles, and procedures relevant to working with youth and adults with a range of disabilities.
    • Providing leadership; motivating staff and colleagues.
    • Training, supervising, and evaluating staff
    • Developing/directing departmental activities.
    • Handling difficult and sensitive situations, using sound independent judgment within policy and legal guidelines.
    • Effectively communicating with individuals at all levels inside and/or outside of the College.
    • Keeping current with and applying information/technology from a variety of resources.
    • Effectively serving diverse participant populations such as underrepresented minorities, first generation, low-income, participants across a breadth of age ranges, and veterans.
    • Building positive working relationships and collaborating with a diverse community of colleagues across a range of disciplines and offices.
    • Fostering a climate of equity/belonging through multicultural awareness and responsiveness.
    • Establishing and maintaining effective working relationships at all organizational levels.
    • Time management, multitasking, and coordinating outcomes/activities with multiple partners.
    • Interpreting applicable laws, regulations, and policies accurately.
    • Developing specialized services and support specific to the populations served.
    • Collaborating with or leading groups of people in various situations including open discussion, training sessions, workgroups, and committees.

    Conditions of Employment Physical Work Environment:

    The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). Administrators are assigned to work on campus, noting there may be some opportunities to work remotely based on program or area needs. If authorized for limited remote work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs. When working on-campus, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus, using the ability to communicate in person or through appropriate means. This position also works weekends and evenings when appropriate or needed is required.

    Terms Of Employment/Salary:

    • This is a full-time administrative/exempt annually contracted position
    • Initial salary placement determined by the College dependent upon education/experience.
    • Hiring of this position is contingent upon available funding as determined by the College President.
