    Description

    The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for more than 180 years. CSS runs several statewide programs that help consumers find and enroll in health coverage. CSS runs a statewide Navigator Network which helps consumers find and enroll in health coverage under the Affordable Care Act (the ACA). The CSS Navigator Network enrolls approximately 45,000 New Yorkers into coverage annually with a partnership of 17 community-based organizations (CBOs). These services are free for New York health care consumers and small businesses.

    The Health Insurance Enroller will help consumers and small businesses enroll in health coverage through the New York State of Health Marketplace or otherwise access health care.

    Job Responsibilities:

    • Provide advice and assistance to community members on a variety of health insurance issues, such as finding and utilizing health insurance, accessing health insurance tax credits under the ACA, enrolling and using public insurance programs, accessing free or low-cost care and other challenges.
    • Respond to live calls on the helpline and to inquiries received through the intake inbox.
    • Advise consumers and small businesses on how to find and utilize health insurance and/or care.
    • Maintain thorough case records of services provided, advice, appeals and/or referrals.
    • Conduct outreach and presentations regarding health coverage under the Affordable Care Act.
    • Conduct off-site enrollment activities at different sites across Manhattan and the Bronx.
    • Other responsibilities identified by Supervisor.

    Job Qualifications:

    • Bachelor’s degree or graduate degree in public health, social work, public administration required.
    • Experience enrolling people into health coverage through the New York State of Health website or in other New York State public health insurance programs required.
    • Strong organizational, written and oral communications skills.
    • Ability to work independently and under pressure.
    • Proficiency in Microsoft Office.
    • Experience working in nonprofit, mission-driven, or public policy agencies strongly preferred.
    • Competency in languages other than English strongly preferred.
    • Excellent telephone, counseling and communication skills required.
    • Ability to write clearly, concisely and keep detailed notes of all communications.
    • Research and database management skills preferred.

    Salary and Benefits: This position is union represented by local 1199 SEIU with an annual salary of $68,205.00 and comprehensive medical, dental, and vision coverage provided by 1199. Community Service Society provides an employee benefit package including 403b retirement savings plan, defined benefit retirement plan, commuter benefit plan, EAP, and more in addition to a robust paid time off policy.

    CSS currently offers a hybrid work environment requiring onsite work at CSS’ office at least two days per week and three days per week remote work.
