    General context of the project

    INTERSOS is a humanitarian organisation founded in 1992, working on the frontlines of crisis situations. In its countries of operation, INTERSOS intervenes to assist the most vulnerable populations affected by conflicts, extreme poverty, natural and manmade disasters in challenging and hard-to-reach areas, where the humanitarian needs continue to be the greatest and where the humanitarian presence is often weak. In such contexts, INTERSOS focuses on providing forcibly displaced populations and host communities with life-saving humanitarian assistance, in the areas of Protection, Health & Nutrition, as well as WASH and Shelter. INTERSOS operations are guided by its Code of Conduct and by the humanitarian principles of humanity, neutrality, impartiality, and independence. Every intervention is characterized by the centrality of the human being, the principle from which INTERSOS values descend.     General purpose of the position

    Supervised by the Regional Programme Coordinator (RPC), the Regional Programme & Grants Manager is responsible for supervising and supporting the development and compliance of project proposals, reports, projects’ amendments, and partnership agreements. He/she is in charge of following up on the implementation of ongoing programs and scale-up of new ones in the event of a new humanitarian emergency in the assigned countries. S/he will work closely with the RO team (including regional Technical Advisors, MEAL, HR, Finance, Logistics) and relevant mission staff.

    Main responsibilities and tasks:

    Programme Implementation

    • Under the supervision of the RPC and in coordination with the Regional and mission teams support the preparation and implementation of project kick-off (KO) meetings in the assigned missions.
    • Under the supervision of the RPC and in coordination with the Regional and mission teams support missions in the organisation and implementation of project review meetings and project closure meetings.
    • Under the supervision of the RPC and in coordination with the Regional and mission teams support the review and update of internal project management tools (such as the PAT, financial plan, BvA, etc.)
    • Support the start-up phase of new programmes during an emergency event in the assigned region through direct deployment to the country mission.
    • Provide direct project support, management, and implementation, guiding Mission and project teams in the execution of priority outcomes and tasks, if and when required.
    • In case of new emerging needs and/or emergency, contribute to the regional response, providing inputs and taking part in joint initiatives when necessary.
    • In coordination with the regional and mission team and under the technical supervision of HQ Grants and Compliance Unit, support the adaptation of project documents during the project revision processes, ensuring consistency across the project documents and raising alert to the RPC in case of specific risks identified.

    Proposal Development:

    • Based on the agreed strategy of intervention and the assigned priorities, support the proposal development processes, ensuring appropriate consultations with the missions’ teams during the writing phase as well as constant coordination with the regional team (technical advisors, Finance, HR, Log and Coms departments, Grant & compliance unit, and MEAL).
    • Supervise proposal development schedules and track timelines, ensuring and facilitating coordination amongst teams – Logs, HR, Grants, and Programme
    • In coordination with Regional and mission teams, revise proposal documents, ensuring coherence between project documents (logframes, narrative, budgets and annexes) and compliance with official donor formats under the technical supervision of HQ Grants and Compliance Unit for strategic donors.
    • Raise alerts to the RPC in case of specific risks identified during the proposal development process.
    • For all assigned opportunities and proposals, support the Missions to ensure that all documents required by the donor are well written and logically structured; support the writing process as necessary.

    Quality Analysis & Reporting

    • In coordination with the RPC and MERO regional team, support the programmatic review of project reports in line with INTERSOS and donors’ standards, ensuring internal consistency and required contractual obligations, under the technical supervision of HQ Grants and Compliance Uni for strategic donors.
    • Support the analysis of data and the visualization of program outputs for monitoring and reporting purposes through Google Data Studio and/or other recommended tools, and report any deviation in terms of achievements/trends to the RPC.

    Information management

    • Flag discrepancies in the missions’ drive filing system and ensure proper link with the HQ Grants and Control Unit folders for Strategic donors.
    • Set reporting deadlines in IMP under the technical supervision of HQ Grants and Compliance Unit for strategic donors.
    • Monitor the correct and regular use of IMP, ensuring that the latest versions of projects’ documents and related acknowledgments of receipt are archived.

    General

    • Demonstrate compliance and leadership with INTERSOS policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    • Contribute to INTERSOS Capacity Building efforts for relevant programme and Mission staff, promoting also the growth, development and empowerment of National Staff.

    Required profile and experience

    Education

    • BA in International Affairs, Development, International Political Economy or other relevant fields.
    • Desirable Master degree (MA or LLM) in Humanitarian Assistance, Human Rights, International Humanitarian Law or related subjects.

    Professional Experience

    • Minimum five years of experience in humanitarian aid settings, including relevant experience in the Middle East region.
    • Experience in complex emergency settings involving internal displacements.

    Professional Requirements

    • Solid project management skills.
    • Excellent writing skills and strong knowledge of proposal development processes.
    • Strong financial literacy (financial planning, forecasting and budgeting) and an operational background.
    • Experience working with major grants and international donors (ECHO, BPRM, BHA, OCHA Pool Funds, UNHCR, AICS, BMGF).
    • Experience in managing integrated and multi-sectoral projects and huge teams
    • Reporting skills, experience with monitoring tools and systems, data collection and analysis.
    • Good computer literacy (word, excel and internet).
    • Understanding of humanitarian operations principles, standards, and best practices.
