    Position Overview

    About the Role

    Do you love ensuring general organizational compliance? Do you have experience managing federal granting programs? Are you interested in being a part of an equitable energy transition prioritizing the needs of impacted communities?     The Compliance and Contracts Manager will oversee general organizational compliance including compliance with multiple grants and organizational contracts. This involves collaboration with program managers and finance to monitor grants and other contracts while ensuring timely reporting.

    PSEF is a sub-recipient of EPA’s Solar for All Program, a major federal grant program leading toward more equitable use of solar energy. As a member of Community Power Coalition’s Powering America Together Program, PSEF is overseeing a 5-year, $10m Solar For All grant. The Compliance and Contracts Manager will administer the program including both compliance and technical assistance for participants. They will also support the overall RFP process for program participants (through both grants and loans). The Compliance and Contracts Manager will play a critical role in building programmatic compliance structures to ensure compliance with all federal and local regulations at PSEF while supporting program participant organizations to operate in compliance as well.

    The ideal candidate is meticulously detail-oriented while approaching overall projects with curiosity and a builder’s mindset.

    About Solar for All (SFA)

    Solar for All is an initiative to make solar energy accessible and affordable for low-income and disadvantaged communities. It leverages existing incentives and support platforms, providing financial assistance for solar installations on single-family and multi-family homes, and supporting community solar projects. The program also focuses on workforce development, creating jobs in the renewable energy sector. Its goals are to reduce greenhouse gas emissions, advance environmental justice, and promote energy equity.

    Responsibilities:

    Solar For All Sub-Granting Program Development and Oversight:

    • Develop the RFP (Request for Proposal) process for program applicants and participants in the Solar For All Sub-Granting Program.
    • Develop processes and procedures for detailed metrics tracking across each project and program participant.
    • Lead development of standards and processes to meet Solar For All compliance and quality requirements; proactively communicate and train other staff and support their adherence.
    • Define compliant program participant processes and procedures and monitor throughout the program lifecycle.

    Solar For All Compliance:

    • Manage all Solar for All compliance requirements and establish standards and guide program participants on any changes or improvements. Represent compliance status to relevant stakeholders.
    • Develop programmatic compliance standards, tracking, and tools to ensure transparency and accountability in reporting both internally and to federal funding agencies.
    • Serve as an official Solar For All Quality Assurance Manager. Develop and manage Quality Management Plan and Quality Assurance Project Plan and associated activities for environmental information as required by the EPA and that adhere to federal quality control standards.
    • Manage a comprehensive compliance risk and issue log for all program activities and proactively present these to senior management.
    • Define and administer document and data management processes, procedures, and tools.

    Solar For All Financial and Resource Management:

    • Manage Solar For All procurement processes, subaward contracts, and administrative compliance in collaboration with relevant teams.
    • Work closely with relevant teams to ensure fiscal compliance.
    • Define processes and procedures for adherence to and monitoring of all federal and state wage reporting requirements.
    • Provide consultation to program participants in support of their adherence to funding agency requirements and all federal, state, and local regulations. Continuously monitor compliance for all subcontractors.

    PSEF Compliance:

    • Ensure that PSEF as an organization is compliant with all policies and regulations related to the Solar For All Federal program.
    • Administer travel policies and procedures as well as timesheets for staff that relate to the Solar For All grant.
      • Take on discrete PSEF compliance projects beyond the scope of Solar For All. We anticipate these projects may include:General PSEF grants compliance & reporting to donors, funders and investors
      • Insurance compliance
      • Payroll projects

    Required Education and Experience:

    Required:

    • Bachelor’s degree in a relevant field or commensurate experience.
    • Proficiency in federal grant management, ideally including experience with administering EPA or DOE grants, and willingness to quickly learn and internalize the following: Davis-Bacon Act (DBA) and Build America, Buy America Act (BABA) compliance.
    • At least 4 years of experience in compliance management, quality assurance, or a related field.

    Preferred:

    • Experience within the nonprofit, renewable energy or environmental sectors preferred.
