    JOB DESCRIPTION

    Summary/ Objective

    East Side House Settlement (ESH) is a community resource in the South Bronx. We believe education is the key that enables all people to create an economic and civic opportunities for themselves, their families, and the communities. ESH’s Workforce Development programs align with our mission by providing high quality youth and adult programs and services within community centers.

    ESH’s Workforce Development programs features training, education, career advancement services, financial empowerment services and community building programming. Under the supervision of the Assistant Executive Director of Adult Programs, the Department Director will perform analytical and administrative duties supporting the daily operational needs and related activities of the Post-Secondary Program (PSP) and Student Success Center (SSC) programs. This position’s direct reports include Directors/Leaders and interacts with all internal departments. The Department Director will also look for opportunities to partner and provide support to other departments in the agency that represent younger age demographics (i.e., Early Learn, Elementary, Middle School and High School departments).

    The Department Director will partner closely with the AED to operationalize East Side House Settlement’s future growth and strategic response to an ever-increasing demand for expanded workforce development efforts across sectors and in alignment to the organization’s services.

    Essential Functions and Responsibilities:

    Under the supervision of the Assistant Executive Director of Adult Programs, the Department Director, with latitude for independent judgment, will be responsible for but not limited to the following:

    • Provide oversight of the Post-Secondary Program (PSP) and Student Success Centers (SSCs), and associated duties related to public and private funder management to ensure compliance with programmatic activities and milestones, regulations, procedures, safety, expectations, work plans, budgeting, and reporting
    • Manage grant requirements and provide regular updates to funders and partners to articulate program impact and effectiveness
    • Cultivate and manage strategic partnerships with principals, prospective employers, partners, institutions of higher learning, etc.
    • Build and maintain partnerships with school administrators, including principals and supporting staff
    • Serve as liaison to key agencies, to the Department of Education and the New York City Human Resources Administration to discuss policy changes and coordination issues, as needed
    • Promote and support standardization and continuous improvement of data collection; Develop standard operating processes to enable efficient, accurate, and standardized data analyses and related deliverables for funders
    • Develop effective infrastructure and oversee department operations and procedures while ensuring compliance of contractual performance standards
    • Support the expansion and/or launch of additional workforce development programs services/ initiatives, under the direction of the Assistant Executive Director
    • Meet regularly with the Assistant Executive Director to communicate department strengths, enhancements, adjustments, challenges, concerns that can affect productivity and effectiveness
    • Manage budgets in accordance with ESH polices and sound fiscal practices
    • Evaluate quality of workforce development offerings through annual assessments, reflection, and improvement plans
    • Develop opportunities to provide and receive feedback from staff, colleagues, business partners, and external stakeholders
    • Manage staff performance through supervision, goals setting, coaching, observations and feedback, annual performance appraisals and training
    • Promote high quality performance management and a culture of excellence with a focus on key evidence-based practices, career readiness, workforce development and placement benchmarks
    • Engage in strategic planning with colleagues, specifically Learning to Work and Community School Programs to increase alignment across departments and build capacity within ESH
    • Collaborate with senior leadership to respond to government and foundation requests for proposals, applications, renewals, reporting, events, and opportunities that increase revenue and sustainability as well as advocacy efforts relative to workforce development policy issues
    • Support advocacy efforts relative to policy issues impacting the SSC and PSP programs in the ESH portfolio.
    • Acquire documentation needed for development efforts and assist in tracking data relevant to potential and existing funders.
    • Adhere to the program’s Policies and Procedures and ensure compliance with ESH

    Qualifications/ Required Education and Experience

    To perform this critical position successfully, the Department Director must be able to fulfill all the elements of the job description to the highest standard and be able to work well with colleagues in a high energy and collaborative work environment.Additional qualifications include:

    • Seasoned nonprofit professional with a minimum of 5 years’ experience in a similar position with bachelor’s degree from an accredited university required. Master’s degree strongly preferred.
    • Proven track record of effectively leading a direct service organization with a complex array of programs with the ability to leverage staff strengths across program areas.
    • Possesses strong organizational leadership and project management skills, able to oversee and handle multiple projects and tasks simultaneously
    • Demonstrated ability to be an analytic and decisive decision maker with the ability to prioritize and communicate key objectives and tactics necessary to achieve organizational goals.
    • Exemplary fiscal management, contract management, and performance management skills and experience
    • Strong management skills including the ability to coach, mentor, influence, engage, and lead staff to new levels of effectiveness and programmatic impact.
    • Strong written and verbal communication skills: a persuasive, passionate and effective communicator with excellent public speaking skills and ability to communicate and interact comfortably with a range of stakeholders (staff, partners, funders); a compelling spokesperson on behalf of the organization mission and vision
    • Demonstrated knowledge of working with high school students, overage under-credited students is a plus.
    • Experience in career counseling, job placement, human resource management, and/or recruitment directly related to developing job placements and matching applicants/candidates with job opportunities/placements.
    • Excellent organizational and interpersonal skills with ability to work with internal and external constituents
    • Exhibits high integrity, and demonstrates the ability to be valued and respected by community, professionals, civic leaders, corporations, foundations, and government officials
    • Know of labor market trend and interest / knowledge of resources to access to navigate department changes based upon emerging industries and community needs
    • Maintain strong relationship with all stakeholders, including prospective employers, strategic partners, organization leadership, funders, community leaders

    Clearance

    Will be fingerprinted prior to employment by the New York City Department of Health and/or by the New York City Department of Education.

    Supervisory Responsibility

    Direct supervision of director level positions. This position manages all employees within division and is responsible for the performance management and hiring of the employees within that department.

    Work Environment

    This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    Physical Demands

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.

    Position Type/Expected Hours of Work

    This is a full-time position. Days and hours of work are Monday through Friday, 9:00 a.m. to 5 p.m. Workdays/hours subject to change based on ESH’s needs.

    Travel

    Site visits to various programs and partners in Bronx and Manhattan.
