    Senior Project Manager of Prevention

    Reports to: VP of Programs of Implementation

    Location: Hybrid (Atlanta-based)

    Position Type: Full-Time, Exempt

    Position Summary

    Partners for HOME is seeking a strategic and collaborative Senior Project Manager of Prevention to lead the design, implementation, and ongoing development of Atlanta’s homelessness prevention efforts, including oversight of the Project Manager of Prevention. This position plays a critical leadership role in advancing Partners for HOME’s strategic goal of reducing homelessness inflow by supporting system-level prevention programming in collaboration with local government, service providers, and community stakeholders.

    The Senior Project Manager will lead both the planning and execution phases of the Prevention Initiative and serve as a subject matter expert on homelessness prevention strategies. They will supervise the Project Manager of Prevention and lead cross-sector partnerships, guide program development and evaluation, and provide technical assistance to ensure effective program performance and alignment with community needs.

    This position requires a strong background in systems change, project management, and equity-centered design, as well as the ability to navigate complex partnerships and influence policy and practice across the Atlanta Continuum of Care (CoC).

    Key Responsibilities

    Strategic Oversight & Leadership

    • Provide strategic oversight for the Prevention Initiative across planning, implementation, and evaluation phases
    • Directly supervise and support the Project Manager of Prevention, ensuring alignment and accountability across project components
    • Collaborate with Partners for HOME leadership to align prevention strategies with the organization’s strategic plan and CoC system-wide priorities
    • Lead internal coordination across departments (HMIS, Evaluation, Technical Assistance) to support homelessness prevention goals

    Program Planning & Design

    • Oversee the prevention planning process in partnership with City of Atlanta, Fulton and DeKalb Counties, and other key stakeholders
    • Lead inclusive community engagement efforts to inform design decisions, with a focus on racial equity and lived expertise
    • Guide the development of eligibility assessment tools, funding models, and programmatic workflows
    • Coordinate with external evaluators and consultants to ensure data-informed planning and alignment with national best practices

    Implementation & Capacity Building

    • Oversee the launch and continuous improvement of the prevention program, including provider onboarding, training, and technical assistance
    • Develop and disseminate program materials, SOPs, and guidance to support consistency and compliance
    • Convene learning collaboratives, peer exchanges, and stakeholder feedback loops to enhance provider capacity
    • Partner with providers and funders to assess performance, troubleshoot challenges, and share best practices

    Data & Evaluation

    • Collaborate with the Data & Evaluation and HMIS teams to track program outcomes, performance benchmarks, and equity metrics
    • Ensure high data quality and consistent use of HMIS to monitor service delivery and outcomes
    • Use data insights to guide program adaptations and support advocacy efforts

    Cross-Sector and Governance Engagement

    • Represent Partners for HOME at public forums, governance meetings, and external coalitions
    • Serve as the primary prevention liaison to city/county government, funders, advocacy organizations, and other systems (healthcare, education, justice)
    • Support CoC governance participation related to homelessness prevention, including Leadership Council and relevant committees

    Equity, Inclusion & Community Voice

    • Center equity and lived experience throughout program planning and implementation
    • Ensure that prevention strategies reflect the voices and needs of disproportionately impacted populations
    • Foster relationships with grassroots organizations and community advocates to inform system design and accountability

    Minimum Qualifications

    • Bachelor’s degree or equivalent combination of education and relevant experience
    • At least 6 years of progressively responsible experience in homelessness response, public health, housing, or related fields
    • Demonstrated experience in program design, project management, and cross-sector collaboration
    • Experience supervising staff or leading multi-agency initiatives

    Preferred Qualifications

    • Master's degree in public administration, social work, public health, or a related field
    • Experience in prevention services, diversion, and or prevention strategies
    • Experience providing technical assistance to social service providers
    • Knowledge of Coordinated Entry, HMIS, and federal homelessness funding streams (e.g., HUD CoC Program)
    • Deep understanding of racial equity frameworks and community-centered program design
    • Proven ability to manage large, complex projects with multiple stakeholders and shifting timelines

    Work Environment & Schedule

    This is a hybrid position based in Atlanta, GA. The role involves periodic travel within the region for stakeholder meetings and may include occasional evening or weekend commitments. Proficiency in Microsoft Office Suite is required.

    The starting salary for this role is $67,600.
