    About the Role

    The Senior Director of Government Affairs, Policy, and Payer Access (Patient Access) leads NBDF’s efforts to strengthen healthcare access for individuals with bleeding disorders. In this role, you will cultivate strategic partnerships with payers, Hemophilia Treatment Centers (HTCs), and community stakeholders, while driving solutions that address systemic barriers to care. You will provide both strategic and operational leadership in executing NBDF’s access strategy through research, policy advocacy, education, and oversight of national programming. The ideal candidate must possess exceptional communication, presentation, and collaboration skills, along with the analytical and relational capacity to influence change across a complex healthcare landscape.

    Key Responsibilities

    Strategic Leadership and Policy Development

    • Manage, co-develop with the SVP of Access and Public Policy, and implement the annual payer relations strategic plan.
    • Lead the conceptualization, development, and evaluation of healthcare policies and programs, with a focus on advocating for federal and state legislation and regulations change.
    • Contribute to annual strategic planning and budgeting processes, including monthly financial management and expense oversight.
    • Provide evidence-based policy research and analysis to inform recommendations, strategies, and policy options for senior management.
    • Design and lead complex evaluative initiatives and studies to inform decisions on emerging issues affecting health and safety issues.

    Access Innovation and Oversight

    • Direct the design and implementation of pilot initiatives under the Comprehensive Care Sustainability Collaborative (CCSC), a flagship external-facing program that includes national events and targeted communication strategies.
    • Identify and respond to access issues arising from insurance and Marketplace changes, including the development and dissemination of mitigation strategies.
    • Lead the planning and execution of NBDF’s Insurance and Reimbursement Conference, positioning it as a cornerstone event for advancing payer strategy and community access.

    Stakeholder Engagement and Relations

    • Develop and maintain high-impact partnerships with payers, brokers, employers, Hemophilia treatment Centers, government agencies, and advocacy organizations.
    • Serve as a representative of NBDF at national public payer initiatives, payer meetings, trade organization conferences, and other forums.
    • Collaborate closely with the Hemophilia Alliance Payer Team and other national stakeholders to align goals and coordinate outreach.

    Education and Knowledge Leadership

    • Provide guidance and technical support to HTCs, NBDF chapters, and payer-facing teams on billing, reporting, and compliance.
    • Educate healthcare providers, hospitals, and insurance administrators on relevant systems and policies affecting access.
    • Lead the creation and refinement of educational content, white papers, and presentations to support informed decision-making across stakeholder groups.
    • Respond to urgent, case-specific access challenges at the patient or provider level; develop case studies where appropriate.
    • Maintain expert-level knowledge of 340B programs regulations, payer trends and billing, and healthcare reimbursement policy developments.

    What You Bring:

    To qualify for this unique opportunity, our ideal candidate should have the following experience and education:

    • A Bachelor’s degree from an accredited college or university is required; a graduate degree in public policy, administration, law, or business administration is preferred.
    • Minimum of ten (10) years of experience in public policy analysis, education, administration, and/or government relations/affairs.
    • Minimum of 5 years of experience working with federal healthcare programs, commercial payers/providers, and/or managed care organizations.
    • Excellent public speaking and presentation skills, both prepared and impromptu.
    • Strong research, policy analysis, writing, and oral communication skills, including the ability to effectively distill and present complex information concisely.
    • Demonstrated ability to lead complex, cross-functional projects while overseeing daily operations, ensuring alignment with strategic goals.
    • Ability to work collaboratively with consumers, advocates, government officials, and other outside stakeholders.
    • Proficiency in MS Office, internet research, and database information systems.
    • Knowledge of health care policy and hemophilia and/or blood disorders is preferred.

    Where You Will Work

    This position is remote and open to candidates located anywhere in the U.S. Applicants should be comfortable working remotely with a team dispersed across the country. This position requires up to 35% domestic travel (typically 2–3 times per month), often involving overnight stays. Travel includes presentations at HTC regional meetings, MASAC, and other key events. The role also entails participation in multiple in-person and virtual events annually, including our Bleeding Disorders Conference and programs hosted through the Comprehensive Care Sustainability Collaborative (CCSC).

    Compensation

    We have carefully considered industry benchmarks, the experience required for this position, and internal salary comparisons to determine the appropriate salary range for this role. For this position, NBDF has set a starting base salary range $105,000-$115,000 and it is non-negotiable due to our company's commitment to maintaining internal pay equity. This approach ensures that we maintain a fair and consistent compensation structure across the organization.
