    JOB OVERVIEW

    Restorative Justice Victoria (RJV) is looking for a Program Manager for our TRANSFORM program. This position will oversee TRANSFORM, RJV’s sexual harm and interpersonal violence Restorative Justice program. This position requires experience in supporting those who have caused and/or experienced serious and complex harm. The TRANSFORM Program Manager will manage referrals for sexual harm, intimate partner violence, hate motivated harms, family violence, and other complex cases, as well as support, coach, supervise, and mentor staff, contractors, and volunteers in their casework duties related to these referrals. This position will work alongside RJV’s Operations Manager in developing TRANSFORM’s operations manual, screening and assessment procedures and tools, and program evaluation. The TRANSFORM Program Manager and Operations Manager will also collaborate in the development and delivery of training curriculum for staff, volunteers, and contractors related to this aspect of RJV’s work. The ideal candidate will hold a systemic analysis of power, intersectionality, and have a decolonial framework. They also need to possess excellent time management and organizational skills. RJV is a collaborative team environment, and we need all members to work effectively together. Please be aware that this position is hybrid with the requirement of in-office hours at least 2 days a week. RJV is a mask-optional workspace.

    DUTIES & RESPONSIBILITIES

    Case Management

    Receive case referrals from the Executive Director, Associate Director, or other RJV staff and:

    • Assess the suitability of referrals for Restorative Justice in consultation with relevant staff members by reviewing file materials, conducting intake meetings, and using screening and assessment tools.
    • Assign caseworkers to files and provide support and guidance to the team throughout the process.
    • Ensure all forms, evaluations, and required paperwork are completed throughout the process in a timely manner and that all deadlines are met.
    • Prepare and submit all the required reporting materials to referring agencies and ensure responsible records maintenance.
    • Develop and deliver evaluation reports to the Executive Director, staff team, for funding applications and reports, and at RJV’s AGM.

    Program Development

    • Assist in research of best practices related to the use of Restorative Justice in sexual harms, interpersonal violence, hate motivated harms, family violence, and other complex referrals.
    • Contribute to the development of resources and infrastructure to support the TRANSFORM program, including developing an operations manual, screenings and assessment procedures, safety planning, resources and resources manuals, and supportive client materials.
    • Work alongside the Operations Manager and the Victim Support Workers to update our program evaluation and our training for complex caseworkers.

    Volunteer Support

    • Mentor and coach volunteer caseworkers.
    • Volunteer support: Provide office hours, training, and annual check-ins with TRANSFORM’s caseworkers to ensure all are well supported.
    • Develop and deliver a monthly community of practice and/or case consultation groups.
    • In collaboration with relevant staff, deliver RJV’s TRANSFORM caseworker training.

    REQUIRED EXPERIENCES, ABILITIES, AND/OR EDUCATION

    • Experience working with people who have been harmed or caused sexual harm, interpersonal violence, hate motivated harms, and other serious and complex harms.
    • Post-secondary degree and/or work experience in Restorative Justice, Transformative Justice, Conflict and Peace studies, and/or a related field.
    • Counseling or related degree and/or work experience. This position requires candidates to assess client's ability to take accountability, requires on-going assessment and screening skills, and the ability to respond to Critical Incidents safely and effectively.
    • 3+ years of case management experience. Experience with the case management of clients that often have intersecting and compounding vulnerabilities is required.
    • 2+ years' experience providing supervision.
    • Demonstrated understanding of trauma informed practice and survivor-centred practice.
    • Understanding of systemic analysis of power, decolonization, intersectionality, and anti-racism.
    • Ability to articulate the structural and social issues related to harm and victimization.
    • Demonstrated ability to efficiently organize, delegate, plan, and coordinate a complex caseload, while managing time effectively and prioritizing tasks.
    • Demonstrated ability to deal tactfully with sensitive client issues and maintain confidentiality.
    • Advanced communication and interpersonal skills. Ability to resolve conflict directly and work effectively as part of a team.
    • Self-care practices.
    • Available to work flexible hours as needed, including evenings and weekends.
    • Submission of a clear vulnerable sector police information check.

    DESIRABLE ABILITIES, EXPERIENCES, AND/OR EDUCATION

    • Experience working in Victim Services as an advocate and/or rape crisis counselor.
    • Knowledge and/or experience working with the criminal legal system.
    • Comprehensive knowledge of local community supports and agencies.
    • Experience developing procedures and evaluations.
    • Proficient with Slack, Zoom and Office 365 (Outlook, SharePoint, Word, etc.).

    BREAKDOWN OF ACTIVITIES (This is only an estimate and will depend on organizational needs)

    Case Management: 50%

    Development of program infrastructure and materials: 20%

    Mentoring, coaching, and supporting TRANSFORM’s caseworkers: 30%
