    CBPP combines rigorous research and analysis, strategic communications, and effective advocacy to shape debates, affect policy, and inform effective implementation both nationally and in states. It works closely with a broad set of national, state, and community organizations to design and advance policies that promote economic justice; improve health; broaden opportunity in areas like housing, health care, employment, and education; and lower structural barriers for people of color and others in communities that continue to face systemic barriers to opportunity. CBPP promotes policies that will build a more equitable nation and fair tax policies that can support these gains over the long term. CBPP also shows the harmful impacts of policies and proposals that would deepen poverty, widen disparities, and worsen health outcomes.

    To advance these goals in the states, CBPP co-founded and continues to coordinate and convene the State Priorities Partnership (SPP). Together, SPP organizations have more than 400 staff across 42 organizations. The body within CBPP that supports the SPP network is the State Fiscal Policy (SFP) team, which comprises approximately 40 high-caliber staff across six separate subteams. SFP is a dynamic team that influences state policy debates by producing timely, credible, and accessible research; messaging complex issues in clear and compelling ways; and delivering this analysis into the hands of lawmakers, media, grassroots organizations, and other partners who can help mobilize change.

    CBPP seeks a full-time Operations and Regrant Administration Specialist to join SFP’s Operations Planning and Initiatives (OPI) subteam. This position provides an exciting opportunity for a detail-oriented nonprofit professional with a passion for supporting state advocacy work through grantmaking, financial tracking, and operations support to help CBPP meet its State Fiscal Policy goals and support other teams at CBPP in their regranting projects.

    The Operations and Regrant Administration Specialist will support the operations of delivering approximately $10 million in annual regranting to nonprofit partner organizations, facilitate approximately 80 annual consultant contracts for the SFP team, and ensure the accuracy of expense tracking processes within the SFP team, in alignment with the expectations of the Senior Director of SFP’s OPI subteam and CBPP’s Development and Finance teams. The Specialist will join the six-person OPI subteam, which supports the division’s senior leaders and five other SFP subteams whose staff provides consulting, coaching, resources, and technical assistance to meet the SPP network’s and each organization’s policy and advocacy goals.

    Responsibilities:

    Regranting Operations:

    • Track grant allocations for regranting in close coordination with the Senior Director of OPI, as well as CBPP’s Finance and Development teams, to ensure compliance with grantor restrictions, CBPP’s budget expectations, and regrant project objectives.
    • Document grant allocations, regrants, and entity documents in Salesforce, ensuring quality control and reconciliation with Finance reports.
    • Execute the internal regrant approval processes using Salesforce in accordance with compliance guidelines to minimize organizational risks, ensure legal/lobbying compliance, and operationalize collaborative regranting processes that reflect SFP strategy and regrant project priorities under the guidance of the Senior Director of OPI.
    • Coordinate the signing of grant award letters via DocuSign by both the authorizing Vice President and the regrantee’s authorized signator; submit letters in CBPP’s Accounts Payable system with accurate coding (in the case of SFP regrants) or guide the administrative staff who enter regrant payments for other teams.
    • Collect and upload reports and organizational documentation from regrantees and flag any issues and/or concerns for the Senior Director of OPI as needed.
    • Use organizational best practices in trust-based grantmaking to minimize burdens on regrantees while ensuring sound documentation and adherence to CBPP priorities, SFP strategy, and donor restrictions.
    • Generate summary regrant reports for program and financial management.

    Contract Management:

    • Facilitate the preparation of SFP’s consultant and vendor contracts and collaborate with CBPP's Senior Manager of Contracts and Compliance to track the review and approval of those contracts, providing updates and flagging concerns for the Senior Director of OPI and that contract’s main contact within SFP.
    • Communicate with consultants and their contract contacts within SFP to receive, verify, and submit invoices to CBPP’s Accounts Payable system.
    • Track payments to consultants to monitor implementation, highlight concerns, and support end-of-year accrual/invoice collection.

    Expense Coding and Budget Reports:

    • Serve as a central point of expense coding review in SFP’s accounts payable workflows. Ensure accurate coding of expenses aligned with SFP budgets, meeting the expectations of the Senior Director of OPI and CBPP’s Finance team and ensuring timely processing of payments.
    • Collaborate with the Senior Director of OPI and other OPI team members on the development of reference documents, analytical summaries, and comparison charts to assist SFP staff in understanding their subteam budgets, effective planning, and proper coding of expenses with oversight from the Senior Director of OPI.
    • Support the Senior Director of OPI’s quarterly cost-center budget/actuals reviews with each SFP team and semi-annual budget revision requests.
    • Perform other job-related duties within the role’s scope as assigned to support the team’s goals.

    Qualifications:

    • A minimum of three years of experience in operations and grantmaking data entry, preferably in a nonprofit setting.
    • Excellent judgment, reliability, and commitment to confidentiality.
    • Skillful at exporting, tracking, and summarizing financial details in Excel.
    • Strong collaboration and problem-solving skills.
    • Ability to communicate effectively with individuals and small groups.
    • Strong customer service skills for interacting professionally with partner organizations and vendors.
    • A deep commitment to centering equity in work responsibilities and to CBPP’s mission to improve the lives of low- and moderate- income people.
    • Experience with SharePoint, Salesforce, CRMs, database management, budgeting software, or similar database and/or software systems.

    This position is based in our Washington, D.C. office. CBPP is currently operating on a hybrid work schedule of two full in-office days (Tuesday and Wednesday) per week as well as the first Thursday of each month in our Washington, D.C. office.

    This position reports to the Senior Director of Operations Planning and Initiatives.

    Terms of Employment: Full-time; exempt; two-year term.

    Bargaining Unit Status: This is a bargaining unit position.
