    Originating as a woman’s volunteer organization, Voces Latinas was founded in 2003 with the mission to reduce the rate of HIV transmission and violence among immigrants Latinas by empowering, educating, and providing leadership trainings enabling them to use their voice and make healthier decisions for themselves and their families. Our reach expanded in 2011 to include all immigrant Latine groups including LGBTQ, day laborers, sex workers, undocumented, and other sub-populations often gone invisible yet also impacted by HIV and violence. As a direct services agency, Voces Latinas provides culturally responsive services that address immediate needs including intimate partner and gender-based violence, mental health issues, healthcare access, and HIV/STI prevention. Voces Latinas is unique in how we address the social determinants of health experienced by immigrant Latine including oppression, poverty, discrimination, threat of deportation, interpersonal violence, sexual violence, and survival sex. Our expertise lies in our identification and understanding of the immigrant experience and the barriers that come along with such an experience.

    Voces Latinas reaches immigrant Latines each year through its outreach and programs which include: HIV and STI counseling and testing; linkage to care; Spanish HIV educational workshop series; Saturday arts and crafts support group session for isolated immigrant Latine women; supportive case management and individual counseling for Latines who are at vulnerable or living with HIV including access to pre-and-post exposure prophylaxis (PrEP/PEP); connection to culturally and linguistically appropriate services; providing Promotoras (peer advocates) trainings yearly to become peer leaders; hold public forums and events; provide intimate partner violence prevention and intervention to immigrant Latines; community mobilization project which involves partnering with local businesses.

    Voces Latinas seeks a highly skilled Senior Government Grants and Contracts Accountant to play a key role in streamlining and handling the overall grants management process for the organization. Experience in managing and improving processes is vital to the role as the individual will work in collaboration with the Director of Finance (DoF) to develop efficient workflows that facilitate timely follow-through and deliverable submission to funders. Key highlights of the role include pre- and post-award management of grant funding, timely invoicing supported by the general ledger, analysis, and timely communication of over/underspending, supporting program staff in properly monitoring contract spending and leading government funder audits. This position reports to the DoF and will be responsible for the management and reporting of a $4M portfolio of government awards.

    SSENTIAL DUTIES/RESPONSIBILITIES

    Grants Management

    • Responsible for streamlining and following through on the end-to-end grants management process to include all pre-and post-award activities
    • Manage the contracting process among various stakeholders to bring grants online, to include interpreting funder guidelines, preparing budgets in collaboration with program staff and coordinating online and paper submissions
    • Maintain contract documents and related materials in an orderly and organized manner in a file directory
    • Address funder inquires and follow through on open items in a timely and comprehensive fashion
    • Prepare monthly/quarterly financial and reimbursement reports to various funders ensuring accuracy and consistency with the general ledger
    • Work with funders to troubleshoot and solve issues with reimbursement claim and disallowances
    • Coordinate meetings with Program managers to discuss status of budget vs actual and action planning
    • Provide detailed monthly/quarterly analysis of budget vs actuals to properly manage and communicate over/underspending of grant funds
    • Work directly with program staff to coordinate budget modification submissions to ensure revenue maximization across grant funding
    • Record and maintain all Accounts Receivable related to grants billing and ensure revenue recognition is in accordance with Generally Accepted Accounting Principles (GAAP)
    • Follow up with funders to ascertain status of reimbursement
    • Provide anticipated reimbursement data to DoF to assist in cash flow planning
    • Perform grant closeout functions required by funders to include reconciliations, financial status reports, final invoices, purchase order liquidations and balancing budgets
    • Maintain funder equipment inventory list as required
    • Stay abreast of changes in funder’s invoicing and reporting requirements; attend funders trainings and informationals as needed
    • Establish relationships with funders (mainly fiscal counterparts)
    • Coordinate activities between Payroll Manager & Accounting department to make necessary adjustments in personnel allocations for contract billing/vouchering
    • Assist with time and effort reporting, ensuring completeness, accuracy, and compliance with all applicable regulations 
    • Work with DoF to meet all funder and departmental deadlines
    • Perform other related duties as assigned

    Audit

    • Support the annual agencywide audit to include the Federal Single Audit
    • Prepare supporting schedules related to functional area and assist in providing documentation
    • Lead government funding source audits

    Qualifications:

    • Bachelor’s Degree in Accounting, Finance or Business Administration preferred 
    • Minimum of 3 years performing end-to-end management of government grants required
    • Minimum of 5 years hands-on experience working with government grants required
    • Experience working with various government agencies on the Federal, State and NYC level (USDHS, NYSOFA, SED, DYCD, DOHMH, DFTA)
    • Advanced excel skills desired. Experience with MIP & government agency submission portals (HHS Accelerator) preferred
    • Strong verbal, written, communication and documenting skills
    • Ability to work cooperatively with all levels of employees, management, and external parties
    • Ability to prioritize, multi-task, and work in a fast-paced environment
    • Excellent attention to detail, problem solving, & analytical skills 
    • Must be a self-starter, quick learner, assertive, and can work independently yet collaboratively
